The Deputy Director Emergency Management is responsible for all aspects of emergency preparedness and management at all on-campus and off-campus facilities, owned or leased across the State of Idaho. Works with individuals at all institution levels to develop and initiate campus-wide mitigation, preparedness, response, and recovery programs to meet regulatory guidelines, protect the University’s assets, prepare the University to deal with unforeseen disruptions to operations, and lead recovery and normalization activities. The Deputy Director of Emergency Management is responsible for the process of developing the Incident Action Plans for pre-planned events as determined by the Events Risk Assessment team. This position is an in-person position required to interact with many people across the campus community.

Key Accountability
Directs and performs university-wide, comprehensive emergency management programs by:
Job Duties
Coordinating all plans, document updates and improvements to emergency response plans, and supporting job aid in compliance with regulatory requirements and established practices. Assessing plans, exercises, and incidents to identify gaps and prioritize improvements. Ensuring improvements by leveraging continuous enhancement methodologies.
Maintaining all required documentation and resources, including but not limited to rosters, call lists, distribution lists, reference guides, emergency action plans, emergency notification systems, emergency management software, safety app, and other emergency management systems.
Collaborating with the risk manager for purposes of developing and implementing emergency management planning, assisting with business continuity planning, and notification of emergencies. Managing and responding to international incidents that impact members of the University community.
Coordinating the development of and writing of Incident Action Plans for pre-planned events as directed by the Executive Director of Office of Public Safety and Security and the Events Risk Assessment Team.

Participating in professional development to keep abreast with trends within the emergency management community, with emphasis on higher education, and taking steps to verify that the institution is planning accordingly.
Coordinating and partnering with other university departments to assist in delivering preparedness training.

Job Duties
Managing the Emergency Operations Center (EOC) / Command Post while facilitating and coordinating communication and response efforts. Supporting the ongoing maintenance and, if necessary, activation of an EOC, ensuring a continuous state of readiness, including the procurement and provision of equipment and supplies.
Providing leadership and coordination to the University’s Emergency Policy Group and Emergency Management Team.
Maintaining and operating the Vandal Alert system, including emergency notifications and emergency closures.

Position Qualifications
Required Experience
Four years of progressively responsible experience in public safety and security, emergency management or closely related discipline including:
2 years leading and managing safety, security, or emergency management operations.
Knowledge of the National Incident Management System and other local, state, and federal laws related to security and emergency management.
Serving as liaison to internal and external stakeholders including law enforcement and/or emergency response organizations.
Developing, implementing, and evaluating safety and security programming.
Providing services in a complex, decentralized organization.
Experience interacting with local, state and federal representatives of government, volunteer organizations, public officials and business and community organizations.
Ability to conduct After-Action Reports identifying issues, observations, lessons learned and recommended corrective actions.
Required Education
A bachelor’s degree or 4 years of additional experience may substitute for the degree.
Required Licensures, Certifications or other
Certification in NIMS/ICS to include ICS 100, ICS 200, ICS 300, ICS 400, IS 700, IS 706 and IS 800.
Additional Preferred
8 years of related experience
Emergence Operation Center experience during large volatile incidents
FEMA Threat Hazard Identification and Risk Assess and Stakeholder Preparedness Review
FEMA Homeland Security Exercise and Evaluation Program (HSEEP) or position specific ICS training
Familiarity with operating and maintaining emergency communications equipment, EOC equipment, supplies, and technology
Master’s degree in Emergency Management, Public Safety, Public Administration, or a related field or a bachelor’s degree and related experience that equates to an advanced degree.
Certified Emergency Manager (CEM) credential or certified business continuity practitioner.
Ability and willingness to respond to emergencies in hazardous environments on an on-call, 24/7 basis.
The ideal candidate will possess excellent collaborative and interpersonal skills combined with a strong vision for the project or program. The candidate must demonstrate an ability to influence others, make decisions, identify threats, and analyze data.
The candidate should have strong written and verbal communication skills and possess problem-solving, time management, and project management skills. Attention to detail is a must. The candidate should be skilled in the MS Office suite and technically adept in various database applications.
