World Vision: Livestock Field Officer – SADP II Matching Grants

Job Description:

To provide technical support and field-level facilitation to livestock-based commodity groups participating in the SADP II Cluster Matching Grants programme, ensuring effective implementation of grant-funded post-harvest value addition activities, capacity building, monitoring, and reporting in alignment with WVL and SADP II requirements.

Key Outputs / Responsibilities

Facilitate sensitisation, needs assessment, and application support for livestock commodity groups 25%:

  • Conduct community-level sensitisation meetings targeting livestock commodity groups (wool, mohair, cattle, poultry, small stock) on grant eligibility and application requirements.
  • Conduct structured needs assessments to identify post-harvest gaps, infrastructure requirements, and market linkages for livestock commodity groups.
  • Support commodity groups to develop complete and compliant grant applications, including project narratives, budgets, and Activity Implementation Plans (AIPs).
  • Review draft applications for technical merit and completeness before submission to SADP II.

Provide on-site technical assistance and capacity building to awarded livestock commodity groups 25%:

  • Conduct regular on-site technical assistance visits to verify implementation progress against Detailed Implementation Plans (DIPs).
  • Facilitate or coordinate training on livestock post-harvest handling, wool and mohair grading, cold chain management, and equipment operation and maintenance.
  • Provide hands-on guidance to commodity groups on animal health management, product quality assurance, and compliance with market standards.
  • Ensure at least two group members are trained on equipment operation to build redundancy of operational capacity.

Support financial management and procurement compliance for livestock grant recipients 20%:

  • Assist commodity groups to develop procurement plans aligned with SADP II guidelines.
  • Verify delivery of procured livestock-related goods and services against agreed specifications.
  • Support groups to maintain accurate financial records and prepare periodic financial reports.
  • Identify and report any financial compliance concerns to the Project Coordinator.

Monitor activity progress and collect data for MEAL and reporting purposes 20%:

  • Conduct structured monitoring field visits using standardised data collection tools.
  • Track physical progress, financial utilisation rates, and DIP milestone achievement for assigned commodity groups.
  • Collect gender-disaggregated data and document photographic and narrative evidence of implementation.
  • Enter monitoring data into WVL”s MEAL system within five working days of collection and contribute to quarterly and final reports.

Facilitate stakeholder coordination and market linkage support 10%:

  • Liaise with district agricultural extension officers, commodity associations, and private sector buyers to strengthen market linkages for livestock commodity groups.
  • Represent WVL at relevant district-level coordination meetings.
  • Facilitate connections between commodity groups and service providers, financial institutions, and lead firms where relevant.

Qualifications, Knowledge, Experience & Technical Skills

• Bachelor”s Degree in Animal Science, Veterinary Science, Agriculture, or a closely related field.

• Minimum 2–3 years of field experience in livestock development, value chain facilitation, or agricultural extension.

• Demonstrated knowledge of wool, mohair, or livestock post-harvest value chains in the Lesotho context is an advantage.

• Experience working with farmer groups, cooperatives, or commodity associations.

• Proficiency in Sesotho and English (written and spoken).

• Valid driver”s licence.

Knowledge/Technical Skills

• Technical knowledge of livestock husbandry, post-harvest handling, and value chain development.

• Ability to facilitate community meetings and training workshops.

• Basic skills in data collection, report writing, and monitoring.

• Familiarity with grant management or financial compliance requirements is an advantage.

Working Environment / Conditions:

• Field-based: 85% field travel across assigned district(s) required.

• On call: 5% availability during emergencies or urgent programme needs.

• Office-based: 10% for reporting and coordination.
