Project ECHO-UM Manager, Center for Children, Families, and Workforce Development

The Center for Children, Families, and Workforce Development (the Center) seeks a Project ECHO-UM Manager. Project ECHO (Extension for Community Healthcare Outcomes) is an evidence-based, hub-and-spoke tele-mentoring training and education model that utilizes a “grand-rounds,” interactive format to improve patient care, decrease health access disparities and support healthcare providers in rural and frontier communities. Project ECHO has more recently evolved into a learning framework that is multi-dimensional across numerous disciplines. Led by subject-matter experts, Project ECHO includes didactic learning, case presentations with question-and-answer loops for peer support and case-based learning.

The Project ECHO UM Manager will organize ECHO Hub teams for three projects: Disease Intervention Specialist (DIS), HIV Treatment and the Hepatitis C Virus (HCV) training grants. The target audience for the DIS Project ECHO are the nine DIS workers funded by the DIS grant and interested public health professionals and community members. The target audience for the HCV Project ECHO and HIV ECHO are health care providers currently treating patients with Hepatis C.

The Project ECHO Montana Manager is responsible for the following tasks:

Build Infrastructure for Project ECHO Hubs

• Complete Immersion Training via University of New Mexico’s online training and establish an ongoing support network through the UNM training site that includes TA as needed
• Research Project ECHO best practices that include a broad understanding of other Project ECHOs underway in Montana
• Create a project template for ECHO sessions
• Organize a team to assist in the development of Project ECHO
• Build a community of practice with participating practitioners/providers
• Team may be from inside and/or outside the university
• Select and support Subject Matter Experts (SMEs) for the Hep C ECHO Clinic Hub panel and the DIS ECHOs as needed
• Develop dates, times, and topics for each of the bi-monthly ECHO presentations
• Choose presentation topics for each biweekly session and assist ECHO SMEs with the didactic materials as necessary
• Negotiate and contract with SMEs for the Hub panel; develop and provide “guiding principles” to each SME that must be followed and signed prior to participation; monitor SME performance; and issue payment directly to SMEs as necessary
• Develop process for “spoke” participants to attend ECHO sessions
• Develop online tool to receive cases from providers
• Develop online survey for post-ECHO session evaluation/feedback
• To be distributed to all participants at the end of each session or series of sessions
• Partner with Center Graphic Designer to create an advertising and recruitment plan; Develop those materials
• Work with Center IT coordinator who will support “spoke” sites during ECHO session
• Work with Center IT coordinator who will assist in data management and storage of ECHO presentations/sessions
• Schedule Hub planning meeting in advance of each ECHO broadcast
• Schedule ongoing debriefing sessions (post-ECHO sessions) with Hub panel for quality improvement and constant feedback loops

Facilitate DIS, HIV, and HCV Project ECHOs

• Facilitate the scheduled broadcast, including participant enrollment, program facilitation and recording, follow-up distribution of materials and associated documentation
• Provide outreach and marketing services. This may include physical mailings, distribution of print materials, e-mail notices, collaboration with professional organizations to notify members, and word-of-mouth campaigns. Outreach materials will be provided to DPHHS representatives for review and approval prior to distribution.
• Evaluate sessions for continuous improvement and to monitor outcomes
• At completion of 6-session HCV ECHO, provide a final report to include session topics, presenters, number of attendees, etc.
• Collect data via I-ECHO
• Work with DIS Training Specialist to evaluate and report outcomes

Job Details

• Position is full-time, 1.0 FTE, Letter of Appointment Contract and includes a comprehensive and competitive benefits package
  including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program
• Salary for this position is $48,000 – $52,000 per year, commensurate with experience

Minimum Requirements

• Bachelor’s degree in public health, social work or related discipline.
• The employee should have 3-5 years of experience in a social service or public health agency with a proven record of increasing levels of responsibility and leadership
• Understanding of public health, health, and behavioral health systems of care and delivery
• Ability to develop and measure short and long-term program impacts and outcomes
• Experience and understanding of mapping project goals and objectives
• Ability to establish training content consistent with the needs and interests of providers in the state
• Minimal abilities include: learning new knowledge and skills quickly and functioning in a lead position and in cooperation with interdisciplinary teams. Strong time management, project management, team management, and organizational abilities
