Job Summary
The BC government is providing funding for a three-year program called the Pharmacists in Primary Care Network (PCN) program (the Program) as part of the government’s primary health-care strategy. In this Program, up to 50 new Primary Care Clinical Pharmacists (PCCPs) will be hired by local health authorities and embedded as members of primary healthcare teams within the PCNs. The PCCPs will be responsible for providing comprehensive medication management services to complex patients while being co-located in one or more medical practice sites within their PCNs. The Faculty will lead the PCCP integration during the three-year Program in collaboration with health authority and community stakeholders and will be responsible for providing training and support to the PCCPs as well as overseeing and monitoring all aspects of the Program.
The successful candidate for this term position is responsible for the following aspects of this Program:
1. Planning and coordinating the effective and efficient infrastructure of the human resource activities, consistent with UBC and Faculty policies and procedures, in collaboration with local Health Authorities, and in compliance with applicable legislation,
2. The operational management of the program’s human resource activities including assessment of human resource needs, drafting position descriptions, coordinating recruitment, managing on-boarding/off-boarding, orientation, and leave management activities,
3. Managing the appointment and reappointment processes for student, staff, and term faculty, and
4. Being the main point of contact for BC Health Authorities for any HR related matters.
Organizational Status
The Human Resources Coordinator, reports directly to the Director, Human Resources, while demonstrating capability to work independently with minimal supervision. Works closely with the Pharmacists Clinic and Office of the Associate Dean, Practice Innovation. Liaises regularly with faculty members, staff, and students within the Faculty, as well as HR personnel from BC Health Authorities.
Work Performed
Responsible for ensuring that human resources activities are consistent with UBC and Faculty policies and procedures; works closely with the Dean’s Office Human Resources team and communicates expectations, procedures, and objectives to the appropriate unit members.
Responsible for recruitment activities and appointment, re-appointment, and leaves for term faculty, staff, and students; consults with the Director, Human Resources in matters pertaining to discipline and termination.
Provides expertise and guidance in recruitment of appointments. Coordinates interview and selection processes, recommends interview questions, performs reference checks as required, corresponds with candidates, and drafts official offer letters for employment to successful candidates.
Establishes practices for the unit on attracting, retaining, and developing employees including providing guidance on HR best practices, health & wellness, performance management, coaching & mentoring.
Provides general advice and information on human resource related legislation, UBC and Faculty policies, processes, and procedures, as well as employee/collective agreements.
Plans, develops and implements the on-boarding, orientation, and off-boarding processes for appointments, including coordination of space allocation, building access, key requests, telephone services, and office and computer setup.
Coordinates and drafts supporting documentation for appointment and re-appointment of non-tenure track term faculty appointments.
Manages activities related to employment for staff and student hires in the unit, including job descriptions, position classification and re-classifications, offer letters, workflow approvals, employee/collective agreement interpretation, and application of salary increases.
Provides guidance and advice to faculty and other supervisors on terms of employment/collective agreements, employee recruitment, employee relations management, conflict resolution, leave entitlements, position classifications, compensation, performance management, employees’ reviews, and other issues as they arise.
Serves as the main point of contact for BC Health Authorities for any HR related matters.
Following consultation with the Faculty’s Director, Human Resources, addresses employee performance issues, attendance issues, disciplinary actions, and grievances.
Oversees and maintains leave management records, UBC systems and other related activities of the unit.
Coordinates duty to accommodate processes in conjunction with Return to Work Coordinators and with Director, Human Resources to develop action plans to accommodate an employee returning to work into a suitable position.
Responsible for the integrity, confidentiality, and security of all personnel records and documents.
Ensures that the workplace meets UBC and Clinic standards for occupational health and safety.
Performs other duties as required.
Consequence of Error/Judgement
The successful candidate must use strong organizational skills to effectively and efficiently manage the human resources activities relating to all employee groups in the program. The incumbent will be dealing with sensitive, highly confidential information and unique situations that require good judgement as to the appropriate actions to take and/or other UBC units to involve. Exercises considerable judgement in initiating and completing activities and is required to ensure compliance with the applicable legislation, employee/collective agreements, UBC and Faculty policies, procedures, and guidelines. The impact of an error or inappropriate decision regarding human resource activities could result in faculty or staff payroll problems, grievances, lawsuits, misclassifications of positions, and impact on the unit budget.
Supervision Received
This position reports directly to the Director, Human Resources. The Human Resources Coordinator is expected to work independently within University and Faculty policies, procedures, objectives, and goals. The incumbent must exert good judgement in duties and responsibilities, and in identifying unusual matters that require consultation, further investigation, etc., before taking action.
Supervision Given
Provides direction to the Financial and HR Processing Specialist on matters related to appointment processing.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of two to three years of related experience, or the equivalent combination of education and experience.
Preferred Qualifications
CHRP designation an asset. Must have demonstrated proficiency in working with the University’s human resource and administrative systems. Knowledge of the human resources systems and processes at the University of British Columbia is required. Expertise in human resources and related laws and regulations. Demonstrated ability to work with tact, discretion, and good judgment. Strong communication, interpersonal, and conflict resolutions skills with a wide variety of individuals at varying levels of financial sophistication. Demonstrated commitment to ongoing personal development. Strong organizational skills and ability to work under pressure with exacting deadlines. Advanced computer skills in the Microsoft office suite of programs.
