Background and Purpose of the Assignment:

These jobs are found primarily in WFP Field based Offices, and job holders typically report to the Monitoring and Reporting officer. The reporting lines may change depending on the size of the office.

At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. 
Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

Job Purpose:

To provide effective specialized support and technical analyses for monitoring and evaluation activities provide reports to support the effective delivery of assistance packages.

Accountabilities/Responsibilities:

  • Maintain the information and knowledge system/procedures and provide support to system users.
  • Provide technical support and assist in the Monitoring and Evaluation practices in alignment with wider M&E policies and guidelines.
  • Prepare a range of monitoring reports, tools and data analysis ensuring deliverables adhere to corporate standards and quality control.
  • Ensure and/or perform accurate, timely recording of information presented to stakeholders.
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing crisis response activities.
  • Manage and maintain the M&E system of Programme activities by implementing outcome and process monitoring in line with WFP corporate monitoring systems.
  • Plan and implement qualitative monitoring to complement quantitative monitoring.
  • Maintain the information and knowledge system/procedures and provide support to system users.
  • Resolve a variety of monitoring problems raised by WFP field monitors and third-party monitoring staff.
  • Generate scientifically defendable monitoring strategies and samples.
  • Provide support to any targeting/re-targeting exercise.
  • Provide standard training for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
  • Coordination with the admin and finance units to ensure their timely support to the M&E activities.

Desired Experiences for entry of the role:

  • Has experience collecting in programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
  • Has experience utilizing monitoring and evaluation systems and standards.
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.

Qualifications & Experience Required:

Education: University degree in Statistics, Business Administration, Economics, Political Science, Social Sciences, or any other related field.

Experience: Minimum of six years of working experience in Socio-economic development field, M&E experience in development projects implemented by national/international NGOs/UN bodies/ Government, and in the designing tools and strategies for data collection, analysis and production of reports is desirable.

Languages: Fluency in both oral and written communication in English and Arabic.
