Job Description:

The UF/IFAS Extension Expanded Food and Nutrition Education Program (EFNEP) is seeking a leader to provide overall direction, coordination, administration, and leadership for the statewide EFNEP.  EFNEP is a federally funded program that teaches income-constrained families how to eat healthy on a budget and be more physically active to reduce the risk of obesity and chronic disease. What is EFNEP

EFNEP is a free nutrition education program for families with limited resources. EFNEP collaborates with community partners across the state to improve food and physical activity behaviors. Peer educators teach adult and youth participants in a series of lessons how to stretch food dollars, eat nutritious meals, and improve overall health following research-tested curricula.

The Opportunity

You will lead the day-to-day operations of a signature Extension program impacting thousands of Floridians each year. As the state’s premier land-grant university, UF offers free educational programs through Extension to provide solutions for everyday problems facing Florida’s families. As part of Extension, you will be joining a network that has served Floridians for over 100 years. You will lead a passionate team and be an ambassador for University of Florida, IFAS Extension, and EFNEP to local stakeholders.

In this role, you can expect to:

Leadership

  • Collaborate with the EFNEP Principal Investigator (PI) on creating and executing a vision for EFNEP
  • Provide overall leadership and management for the daily activities of the program.
  • Provide program updates and highlights to EFNEP PI, county supervisors, and Extension Administration as needed.
  • Guide the EFNEP Leadership Team (county supervisors and EFNEP state staff) in overall program direction, which includes facilitating biweekly meetings to move key initiatives forward.
  • Serve as a liaison between NIFA and UF, which includes attending monthly regional EFNEP Coordinator meetings, an annual National coordinator meeting, and others as needed.
  • Serve on state, regional, and national EFNEP related committees and working groups.
  • Communicate program value internally and externally.

Management and Administration

  • Interpret federal guidelines to support and develop program plans.
  • Coordinate the development, implementation and submission of the five-year plan and/or annual update report, year-end report, budget, and budget justification for USDA NIFA.
  • Ensure requirements are met for state, federal, and university reporting.
  • Provide oversight for data quality and integrity.
  • Develop and implement strategic plans for long-term program implementation.
  • Develop and modify a staffing plan; create and modify position descriptions
  • Provide leadership-level review of monthly financial reconciliation.
  • Navigate personnel and performance management issues while consulting and complying with Human Resources guidelines.
  • Communicate
  • Integrate evidence-based strategies and practices into programs.

Supervise State Team

  • This position will supervise functional team leaders in programming, communications, data and evaluation, human resources, financial management and quality improvement.
  • Conduct biweekly check-ins to remain current on all aspects of functional teams and program team members, assess progress of priorities and projects, and ensure all needed resources and support are provided.
  • Conduct in-person quarterly staff meeting with EFNEP state staff.
  • Conduct effective performance management (recognizing, counseling, coaching, quarterly appraisals). Provide onboarding and ongoing professional development to state team members.

Supervise County-Based EFNEP Leadership

  • This position will supervise the EFNEP Extension Program Manager in Escambia County, with input from the County Extension Director. This includes conducting biweekly check-ins, assessing priorities and projects, and evaluating performance.
  • This position will co-supervise the EFNEP County Extension Agents in Hillsborough, Miami-Dade and Palm Beach Counties, in collaboration with the County Extension Directors (CED) and District Extension Directors (DED). This includes serving on search and screen committees and providing input on candidate selection to the hiring authority. This position participates in Agent’s annual appraisal conference and mid-year review, provides input to determine the Agent’s final appraisal score, signs the appraisal document, and partners with the DED to write the unit leader letter at 3rd year review and promotion, and co-signs. This position consults directly with the Agent about job duties and day-to-day performance.

Additional Details

This is a time-limited, grant funded position. This position may be approved for a permanent remote work location or a hybrid work schedule between home and office.  Those outside of Gainesville are encouraged to apply.

The EFNEP state office is located at UF’s East Campus on Waldo Road in Gainesville, FL. The position has flexibility to permanently work from home but must be able to visit the office for in-person meetings as requested by the supervisor. It is preferred that they are local to or able to relocate to North Central Florida.

Some overnight travel required.

Expected Salary:

$80,500 annually, commensurate with education and experience

Minimum Requirements:

Master’s degree in an appropriate area of specialization and four years of appropriate experience; or a bachelor’s degree in an appropriate area of specialization and six years of appropriate experience. 

Preferred Qualifications:
  • PhD in nutrition, public health, or related field.
  • Registration with the Academy of Nutrition and Dietetics as a Registered Dietitian.
  • Able to take initiative, work independently and as part of a team, and complete reports and task within a timely manner.
  • Superb verbal and written communication skills.
  • Ability to think strategically and create long-term work plans.
  • Ability to manage a diverse workforce.
