Key Responsibilities:

Senior Global Security Advisor provide strategic advice, technical authority, and operational oversight for World Vision’s security architecture, with particular focus on high-risk environments, humanitarian emergency responses, and security training development and delivery. The role ensures alignment of global security strategy, training systems, emergency response frameworks, and operational risk management with World Vision’s Core Security Requirements (CSR), international humanitarian best practice, and organisational risk appetite. This position operates with a high degree of autonomy and serves as a principal advisor to leadership on security training, security risk exposure and mitigation.

Key Responsibilities

Strategy Development

Shape and influence security strategy across development and humanitarian portfolios.

Advise the design of a 3–5 year global security capability roadmap (training, response, policy, systems).

Ensure alignment between global strategy, regional priorities, and emergency response frameworks.

Provide authoritative interpretation of CSR’s and security policy in fragile contexts.

Advise Regional, National, and Response Leaders on organisational security risk exposure.

Emergency Response Operational Oversight

Deploy as senior security lead within the Global Rapid Response Team (GRRT) under the Emergency Management System (EMS).

Establish or restructure security management systems in high-risk and complex emergencies.

Provide strategic-level threat analysis and mitigation planning.

Review and validate Security Risk Ratings in collaboration with the SSR Analysis Unit.

Provide surge leadership during critical security incidents.

Security Training & Capability Architecture

Provide executive oversight of the global security training framework (online and residential).

Ensure integration of security learning pathways within leadership and management programmes.

Serve as Chief Instructor for courses (HEAT, Security Management, Crisis Leadership).

Establish training quality standards and accreditation benchmarks.

Mentor trainers and future Response Security Managers.

Technical Advisory & Complex Case Oversight

Provide senior-level advisory support to Regional Security Directors, Response Security Managers, Country Security Managers, and Security Focal Points.

Lead independent assessments in Medium–High Risk contexts.

Oversee complex incident investigations, after-action reviews, and serious case management.

Provide guidance on Access and Civil–Military–Police coordination issues.

Contribute to development of global standards, guidance, and policy frameworks.

Capacity Building & Institutional Strengthening

Lead global capacity assessments for security management in HEA responses.

Design and implement structured mentoring systems for emerging security leaders.

Identify institutional gaps and develop sustainable solutions.

Promote accountability for CSR compliance at National and Regional levels.

Internal & External Strategic Liaison

Serve as strategic link between National Offices, Regional Offices, Support Offices, and Global Centre.

Represent World Vision in UN and INGO security forums.

Build partnerships with international security centres of excellence.

Influence sector-wide best practice through engagement and knowledge exchange.

Knowledge Management & Continuous Improvement

Oversee global security manual revisions and ensure accessibility in multiple formats/languages.

Institutionalise knowledge capture processes and communities of practice.

Maintain personal professional development and sector engagement.

Required Knowledge, Skills & Experience:

• 10+ yrs in professional security arena (INGO, Corporate, Military, Law Enforcement or Emergency Services) of which at least 5 years be experience of relevant security management role in NGO, Private or Govt Sectors.
• Experience in setting threat or risk levels for specific contexts, considering the strategic and tactical situation as applied to humanitarian operations.
• Understanding of programme delivery in humanitarian relief operations.
• Demonstrated experience in the design, development, and delivery of security training programs, including context-specific training on risk awareness, personal security, incident response, crisis management, and duty of care for staff operating in humanitarian environments.
• Experience conducting training needs assessments, developing training materials (SOP-based modules, exercises, simulations), and delivering training through classroom, field-based, and remote modalities.
• Proven ability to deliver briefings and pre-deployment security training to national and international personnel.
• Relevant bachelor”s degree in security management, risk management, criminal justice, international relations or emergency management. (General Management studies also considered).
• Experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services).
• Sound knowledge of INGO security practices with proven experience in security risk assessments (SRA), security planning, and crises management in the humanitarian context.
• Demonstrated ability to facilitate scenario-based exercises, drills, and after-action reviews to strengthen preparedness and organizational learning.
• Experience mentoring managers and field teams to ensure integration of security training into operational planning and program delivery.
• Ability to evaluate training effectiveness and adapt content based on evolving threat environments and operational lessons learned.
• Highly proficient written and verbal communication in English. Additional language skills desirable – French, Spanish, or Arabic.
• The position requires ability and willingness to travel internationally up to 33% of the time and could include travel to high-risk locations with minimal notice.
• Ability to work regularly outside of business hours sometimes in hazardous conditions. Be expected to assist in the management high stress crisis events.

Preferred Knowledge, Skills and Experience:

• Bachelor’s Degree/Equivalent Experience (or higher) in one or more of the following: Security Management, Risk Management, Criminal Justice, Adult Education/Training; Strategic Studies, Law, Disaster Management, International Studies, or a related field

OR

• Significant industry experience in a professional operational risk management discipline (Military, Law Enforcement, or Emergency Services). Sound knowledge of NGO security management processes and crisis management principles in the humanitarian context. Solid background in adult education and training development and delivery.
