Job Description:
The DMEAL Officer is responsible for designing, implementing, and managing the project”s Design, Monitoring, Evaluation, Accountability and Learning (DMEAL) framework for the SADP II Commodity Groups Cluster Matching Grants project. The officer ensures robust data collection, management, and utilisation to track progress against KPIs, support evidence-based adaptive management, and enable transparent accountability to SADP II and beneficiary communities. The officer conducts regular field monitoring visits to commodity groups in the assigned geographic cluster and provides capacity-building support to strengthen beneficiary-level reporting and accountability.
Key Outputs/Responsibilities
Develop, implement, and manage the project DMEAL framework aligned with SADP II monitoring requirements and WVL global DMEAL standards 25%
Conduct structured field monitoring visits to commodity groups across assigned districts to track activity progress, fund utilisation, and DIP milestone achievement – 25%
Compile and analyse monitoring data to produce KPI progress tables, data summaries, and analytical narratives for inclusion in quarterly and final reports to SADP II – 20%
Facilitate quarterly internal reflection and learning sessions with project staff and selected commodity group representatives – 10%
Manage the complaint and feedback mechanism log, ensuring all grievances are recorded, responded to within 10 working days, and reported to SADP II quarterly – 10%
Conduct baseline and end-line data collection exercises – 10%
