The MENAAP Region. The Middle East, North Africa, Afghanistan, and Pakistan Region (MENAAP) serves twenty two countries, of which twelve are active/potentially active IBRD/IDA borrowers (Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Syria, West Bank and Gaza, Tunisia, Yemen, Afghanistan, and Pakistan) and eight are users of the Region’s non-lending services, mostly on a reimbursable basis (Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). The mission of MENAAP is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. The Social Policy (SP) Global Practice (GP) in MENAAP. The SP GP delivers operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic/transitional poverty, and access better livelihoods and jobs. These include strategy, analysis, financing and design of programs delivering social safety nets/social assistance (cash transfers, public works programs, social care services), social insurance (old-age pensions, unemployment insurance, disability and survivor benefits), and labor market and youth employment programs and policies (public employment services, active labor market programs, labor market regulations and institutions). The SP GP unit in the Middle East, North Africa, Afghanistan and Pakistan (MENAAP) (HMAPS) manages a growing operations portfolio of about 20 projects worth US$7 billion in net commitments and exciting knowledge program across the region. HMAPS is part of the MENAAP People department (HMADR), which also includes Health, Nutrition and Population (HMAPH) and Education (HMAPE).
Roles and responsibilities
The successful candidate will be an Extended Term Consultant in HMAPS and report to its Practice Manager. S/he will work as a core member of the SP team in the World Bank’s Tunis office to support the SP engagement in Tunisia, focusing on the employment agenda. S/he will be local focal point on employment under the guidance of the lead for the employment program and the SP focal point for Tunisia.
The position will involve frequent interaction with government counterparts (especially the Ministry of Employment and Vocational Training and the Ministry of Social Affairs), the private sector, universities, research think-tanks, and other development partners. The successful candidate shall work with other GPs and contribute to multi-sectoral tasks as per business requirements and contribute to foster collaboration with IFC in line with the One WBG approach.
The successful candidate will contribute to, and in some case lead parts of, operational and technical engagements, including the ongoing technical assistance on public employment services (GO4Youth project, funded by the European Union), Active Labor Market Programs (ALMPs), the technical assistance on Labor Market Information System (LMIS, funded by the EU), economic inclusion with the Ministry of Social Affairs (funded by Swiss Cooperation), and international labor mobility (funded by the European Union), as well as the preparation of new project on employment and skills with the ministry of employment and vocational training. The successful candidate will also be expected to contribute to, and in some cases lead, under the guidance of the employment lead, the dialogue with government counterparts and development partners, and to coordinate task teams and operations as needed. The successful candidate will work across GPs and foster collaboration with IFC.
Selection Criteria
• Master’s Degree in Public Policy, Economics, Labor, Public Administration or a closely related field.
• At least 8 years of experience relevant to employment-related issues, including labor market programs, employment services, economic inclusion, and labor mobility.
• Experience in private sector development is a plus.
• Policy dialogue—able to identify and assess policy issues and play an active role in the dialogue with the government and/or other stakeholders.
• Operational skills—has experience in implementing activities, navigating complex administrations to deliver activities/projects, designing activities etc. A capacity to autonomously prepare and coordinate mission packages (MAL, Aide Memoire, Management Letters), ISRs, Progress reviews, restructuring papers, RFP processes on RFx considered ideal.
• One WBG approach: knowledge and experience in WBG 5 priority sectors—infrastructure, agribusiness, healthcare, tourism, value-added manufacturing— is a plus; ability to work with other GPs and the IFC to bring a sectorial and private sector lens in the design of SP operations to support jobs in the 5 priority sectors.
• Time management—able to hand multiple tasks effectively, meet deadlines, manage uncertainty, and adjust to a changing work program.
• Project management skills—has experience in managing complex projects.
• Demonstrated analytical skills – Has experience in writing reports, synthesis and/or policy notes, experience with frameworks linking labor supply to demand with a sectoral lens considered a plus.
• Language Skills – Fluency in English and French is essential for this position.
• Ability to work effectively and independently as a team member and as a leader alike, including in multi-sectoral teams.
