Purpose of consultancy
To support qualitative data organization, coding, analysis, and synthesis for the case study on drowning prevention in Viet Nam using implementation research approaches and the Consolidated Framework for Implementation Research (CFIR).
Drowning remains one of the leading causes of injury-related death among children and adolescents in Viet Nam, with approximately 2,000 deaths reported each year.
Over the past two decades, Viet Nam has implemented a range of drowning prevention policies and interventions, including survival swimming and water safety education, public awareness campaigns, safe childcare and supervision, and strengthened multisectoral coordination.
The World Health Organization (WHO), in collaboration with Johns Hopkins University (JHU), is conducting a multi-country case study to document implementation pathways for drowning prevention interventions in line with WHO technical guidance. Viet Nam has been selected as a pathfinding country.
The study applies implementation research approaches, including the Consolidated Framework for Implementation Research (CFIR), to identify barriers, enabling factors, and lessons learned related to implementation of drowning prevention interventions.
This consultancy will support qualitative data management, coding, thematic analysis, and synthesis of findings for the Viet Nam case study.
Methods to carry out the activity
The consultant will apply qualitative data management and implementation research approaches, including:
Output 1: Qualitative data organization completed
Deliverable 1.1: Organize and compile interview notes, transcripts, and supporting reference documents by 30 June 2026.
Deliverable 1.2: Develop and maintain qualitative data files, coding matrices, and analytical datasets with ensured completeness and consistency by 5 July 2026.
Output 2: Qualitative coding and thematic analysis completed
Deliverable 2.1: Apply deductive coding using the CFIR-based analytical framework to all qualitative datasets by 15 July 2026.
Deliverable 2.2: Conduct inductive coding and thematic analysis to identify implementation pathways, barriers, enablers, and emerging themes by 15 July 2026.
Output 3: Analytical synthesis and reporting support completed
Deliverable 3.1: Prepare analytical summaries, thematic matrices, synthesis tables, and evidence summaries based on coded qualitative data by 25 July 2026.
Deliverable 3.2: Provide inputs to analytical sections of reports and presentations and revise outputs based on technical feedback from WHO and partners by 31 July 2026.
Output 4: Coordination and quality assurance completed
Deliverable 4.1: Participate in technical discussions, consultation meetings, and progress review sessions throughout the assignment period.
Deliverable 4.2: Ensure quality, consistency, and finalization of coded datasets and analytical outputs by 31 July 2026.

The consultant may be required to travel within Viet Nam for interviews, consultation meetings, or technical discussions, if requested by WHO.
