In the Angola Office, the Partnerships, Reports and Communications unit provides leadership and expertise to WFP’s positioning, partnering and resourcing efforts to continue saving lives and changing lives in Angola.
The Consultant will lead WFP Angola”s resource mobilization and external communications efforts with the overarching goal of expanding the donor base and maintain traditional partnerships, including with the host Government. He/she will support the development of advocacy strategies, oversee the preparation of donor reports and external communication products targeting WFP Angola’s main partners and external audiences. The consultant will also be responsible to provide day-to-day support to the Head of Office in the execution of his/her functions, maintaining strategic communication with a broad range of internal and external stakeholders.
The incumbent will report to the Head of Office and will work in close collaboration with other technical units. He/she will play an influential role to effectively position WFP with public, private, and external partners to attract resources, technical assistance, and innovative solutions to advance the vision of the ICSP in Angola while advising senior management to navigate complex engagements with various partners.
KEY ACCOUNTABILITIES (not all-inclusive):
Within delegated authority, the incumbent will undertake the following key responsibilities:
Lead the implementation of a work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of the strategic objectives of the organization.
Engage with other functional units on WFP’s thematic, country specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization.
Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
Facilitate corporate dialogue with partners through preparation and review of high-quality strategic background documents, talking points, and briefs; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events that can advance WFP interests and objectives.
Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFP Go), and assess results.
Support functional units on partnership strategies; Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.
Develop a comprehensive donor mapping and Partnership Action Plan for the Angola Office.
Drive partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis, and due diligence; Present recommendations to senior management and ensure follow up.
Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOUs, considering corporate norms, processes, and external regulations; Ensure quality control of content by engaging with relevant functional units.
Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and considered in decision making.
Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations how to manage these effectively.
Lead the drafting of the Annual Country Report (ACR) for the Annual Reporting
Exercise in collaboration with other relevant technical units ensure coherence and quality of information communications.
Support the development of communications/public advocacy strategies as well as the management of the allocated resources to the unit in consultation with Programme officers.
Supervise the national Communications Assistant and ensure documented and effective capacity transfer is implemented.
Maintain regular and quality contact with the Communications and Protocol officers in the partner Government entities and the UN agencies as well as ensure active engagement in the UN Communications Group.
Use existing high-quality and compelling multimedia materials to proactively position WFP to engage beyond emergency support to medium-term development.
Serve as editor and reviewer of stories, media messages, news releases, factsheets and operational briefs.
Ensure dissemination and follow-up of information about new RB/HQ initiatives within the CO team, as well as the sharing of recommendations and best practices.
Organize capacity building sessions at internal level on a wide range of communication-related issues.
Coordinate and oversee activity planning for the Head of Office, and provide daily support to ensure the achievement of operational objectives.
Respond to, review, or draft as appropriate, management reports and correspondence documents on behalf of the Head of Office and bring matters that need decisions to his/her attention.
Ensure internal communication to staff from the Head of Office is disseminated thoroughly and consistently in coordination with other colleagues as necessary, using socio-political insights to support WFP”s effective positioning.
Represent the Head of Office in interagency, governmental and internal meetings as required, and coordinate follow up actions.
Actively liaise with other relevant actors in the RB, COs and HQ on a regular basis with regards to follow up on issues, priorities and decisions concerning management.
Organize and coordinate travel for the Head of Office and other high-level missions and ensure timely follow-up of mission actions.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience: At least five years of relevant professional experience in partnership roles especially in strategic advisory roles, project proposals/writing, donor reporting requirements etc.
Knowledge & Skills: Excellent writing skills with demonstrated ability to write concise and analytical reports under time constraints. Ability to explain complex operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing. Ability to establish priorities, plan and organize work programme with minimum supervision. Tact, persuasiveness, and ability to work in multicultural and diverse settings. Understanding of political dynamics and decision making and proven ability to establish and maintain good working relations with internal and external stakeholders. UN/WFP experience.
Languages: Fluency (level C) in written and verbal English. Knowledge of Portuguese and/or other Italian languages is required.
