OVERVIEW OF THE FUNCTIONS OF THE POST
Background:
1. Introduction
The UNESCO Institute for Statistics (UIS) is the official and trusted source of internationally comparable data on education, science, culture and communication. As the official statistical agency of UNESCO, the UIS produces a wide range of indicators in UNESCO’s fields of action by working with national statistical offices, line ministries and other statistical organizations. The UIS Director serves as the Organization’s chief statistician.
2. Objectives:
The UIS has thirteen websites, two of which are data visualisation sites (VIEW and WIDE), one of which is an API based web database (UIS browser), a Bulk Data Download Service, and nine of which are text-driven (Home page, GAML, TCG, AMPL, COVID, GEO, ISCED, UIS Conference website, and the Learning Data Toolkit).
The work of the consultant has three main objectives:
1. Conceptualize and develop website strategy for the UIS
This will consist of analyzing and assessing existing UIS websites, identifying all existing platforms that can be migrated to Drupal CMS. This work will include mapping all websites, identifying content that can be merged into a single common web interface while separately mapping websites that currently cannot be supported on the UNESCO universe and identifying user friendly ways that all the platforms can be connected to one another. Produce a strategy report providing detailed information on the hub’s architecture, user experience and graphic elements.
2. Website development project management
This work will consist of developing requirements based on the outcomes of the mapping exercise, including developing website structure and site map. Ensure that all requirements are met by the web developers and approve and test the final platform together with UNESCO CPE, conducting UAT testing and producing monthly reports tracking progress in restructuring the website and providing enhanced user experience.
3. Content migration
Once the website has been developed, migrate all content identified in the mapping process to the new website. This will include identifying appropriate available page and content types, creating menus and individual page layouts. Produce monthly plan for content upload and new page creation.
This work will involve close collaboration with the Director of the UIS and the Dir/CPE team at UNESCO to ensure compliance with UNESCO’s web standards and guidelines including redirections process of key pages and ensuring SEO position is kept.
4. Overall coordination
Act as the UIS Web focal point and collaborate with UNESCO’s internal web services and external online communications groups in order to improve outreach. Support coordination of digital communications for UIS.
Long Description
Tasks:
The Consultant’s tasks consist of mapping UIS’ existing online content and proposing a strategy for its logical migration across onto the UNESCO website,
Specifically, the consultant will be responsible for the following tasks/duties:
1. A mapping of UIS’ existing online text-driven content
2. A proposed strategy for progressively migrating UIS online content onto the UNESCO website ensuring an attractive, user-friendly and accessible front-end design and interface.
3. Monthly reports tracking progress in restructuring the website and providing enhanced user experience.
4. Monthly plan for content upload and new page creation.
5. Proposal of branding suggestions for the UIS webpages within the new site and in line with UNESCO brand guidelines.
6. After sign off of the new strategy and brand proposals, complete the design and development of a new institute website within the UNESCO website in coordination with the Web Product Manager at DIR/CPE
7. Migration of UIS text-driven content onto the UNESCO Drupal server

REQUIRED QUALIFICATIONS
Education
- Bachelor’s or Master’s degree in Information Technology, Computer Science, Management of Information Systems, Communications, Social Sciences or related field.
Work experience
- A minimum of 5 years relevant work experience, including the migration of content to Drupal websites.
- Knowledge of websites development best practices and standards.
- Good knowledge of Drupal, including Drupal content management.
- Good understanding of SEO principles.
- Good understanding of the concepts of user experience, user interface design principles and conceptual design.
- Eye for design and attention to details.
- Demonstrated ability in providing IT or web support to internal audiences.
- Good understanding of the CI-CD concepts.
- Knowledge of websites development best practices and standards.
- Knowledge of industry-standard web development tools.
Languages
- Fluency in English, both verbal and written (required).

Languages
• Working knowledge of French or other UN languages is an asset.
