Job Summary:

Under the direction of the Regulated Waste Program Manager, the Waste Management Specialist is responsible for the compliant transportation and waste determination of chemicals and other hazardous materials on campus.
The Waste Management Specialist minimizes the quantities of hazardous chemicals and other materials on campus; implements policies and procedures for laboratory cleanouts and universal waste storage and disposal requirements; consults on the safe management of laboratory chemicals and hazardous waste; performs program fieldwork (including waste collection, transport and handling, and incineration); and provides guidance for the safe transfer of building-to-building transfers of hazardous materials.
Additionally, this position will guide the campus regarding compliance with regulations mandated by the State of Wisconsin’s Department of Natural Resources (WDNR), Department of Transportation (DOT) as well as the U.S. Environmental Protection Agency (EPA) and Department of Labor (OSHA).
This position will be within the Environment, Health & Safety (EHS) department under the Division of Facilities, Planning, and Management (FP&M) at the University of Wisconsin-Madison. FP&M is a full-spectrum service organization that builds, maintains, and operates the physical environment of the UW-Madison campus in support of the university’s education, research, and outreach activities. The EHS department provides guidance, technical consultations, and expertise to the campus community in the areas of biological, chemical, environmental, engineering, radiation, and fire safety.

Responsibilities: Identifies and develops plans to address safety issues, provides consultation, and tracks and manages cases in a specific area of specialty so all work, recreation, and research can be performed safely and in compliance will all applicable federal, state, and local regulations and standards. Makes recommendations for the control of identified hazards and assesses hazards using relevant regulatory methodologies.
  • 20% Secures resources and schedules logistics for a safety program
  • 20% Identifies operational and safety issues and develops improvement plans and standard operating procedures
  • 20% Provides knowledge and guidance to internal and external stakeholders including leadership, in a specialized area of safety such biosafety, chemical, hazardous materials, agriculture, lake, radiation, and Occupational Safety and Health Act (OSHA)
  • 10% Directs logistical activities, allocates resources and investigates components of specific health and safety cases
  • 5% Communicates findings to necessary stakeholders
  • 5% Reviews industry updates and may assist in developing safety communication materials based on industry changes
  • 5% Responsible for implementing the UW-Madison’s regulated waste management programs, with major emphasis placed on the area of hazardous (chemical), infectious, and universal waste management
  • 5% Receives, handles, transports, incinerates, treat, and dispose all UW-Madison hazardous materials, including research animal and chemical waste safely and appropriately
  • 5% Maintains and keeps hazardous waste and storage facility within regulatory requirements. The facility is inspected periodically by the State Department of Natural Resources and the U.S. EPA
  • 5% Responsible for implementing hazardous waste regulations by making waste determinations and disposal considerations according to state and federal regulations

Education:

Preferred
Bachelor’s Degree in Chemistry, Environmental Science or related field

Qualifications:

Bachelor’s degree plus additional training in handling and transporting hazardous materials (including chemical waste) and chemical safety OR equivalent experience.
Wisconsin Department of Natural Resources Chief Incinerator License, OSHA 40-hour HAZWOPER Certification, and DOT CDL with a hazmat endorsement are required, OR the ability to obtain within 6 months of hire.
Preferred Knowledge/Skills
1. Knowledge of chemical properties and hazards.
2. Knowledge of the chemistry of elements and compounds including reactions and chemical treatment procedures.
3. Knowledge of and ability to use computers and computer databases.
4. Knowledge of chemical sampling and analysis.
5. Knowledge of occupational safety principles, including identification of improper chemical handling practices.
6. Knowledge of laboratory operations, procedures, and techniques.
7. Knowledge of environmental science principles and activities which contribute to environmental pollution or pose risks to the community or the environment, including identification of improper chemical use, proper management of waste oil, and polychlorinated biphenyl (PCBs) and environmental management practices.
8. Knowledge of chemical waste management principles, including the merits, efficacy, and propriety of various chemical waste management techniques; proper hazardous waste handling and storage procedures; laboratory chemical treatment methods; and hazardous waste disposal methods.
9. Knowledge of local, state, and federal laws and university license conditions pertaining to chemical and environmental safety.
10. Understanding of the goals, policies, procedures, rules, and regulations of the Chemical and Environmental Safety program.
11. Ability to safely perform and understand standard chemical laboratory techniques.
12. Ability to write and print clearly and to perform mathematics accurately.
13. Ability to establish and maintain effective working relationships with faculty and staff through effective oral and written communication.

Work Type:

Full Time: 100%
It is anticipated this position requires work be performed in-person, onsite, at a designated campus work location.
Work Schedule: Monday-Friday, 8:00 am – 4:30 pm
Occasional nights and weekends

Salary:

Minimum $55,000 ANNUAL (12 months)
