WASH Programme Development Manager Venezuela – Nationals only

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic WASH Programme Development Manager who will be responsible for the design, development, and implementation of the WASH programme. The NRC Venezuela WASH programme focuses on dignified and secure access to WASH services in communities, schools and health centres through infrastructure rehabilitation, inputs provision to ensure the functioning of services, behaviour change, capacity building and governance.

Duties and responsibilities

  • Develop WASH strategy, technical SOPs / guidelines.
  • Responsible of development and manage funding proposal, project budgets and donor reports.
  • Overall management of project staff
  • Coordinate and manage WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Ensure capacity building of project staff and transfer key skills.
  • Gather and analyse WASH-related data from target or proposed target populations, as part of integrated or joint needs assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
  • Lead the development of sound and evidence-based WASH project proposals and budgets for new projects/extensions of projects in close collaboration the HoP
  • Gather and analyse WASH-related data from target or proposed target populations, as part of integrated or joint needs assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
  • Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
  • Lead the development of sound and evidence-based WASH project proposals and budgets for new projects/extensions of projects in close collaboration the HoP.
  • Closely coordinate with all CCs and cross-thematic areas to maximize on integrated responses.
  • Contribute to the implementation of the Safe and Inclusive Programming (SIP) minimum standards and action plan within WASH CC.
  • Ensure the use by field teams of WASH Standard Operating Procedures (SOPs), technical standards, CC-specific monitoring tools, and other CC specific guidance and tools.
  • If requested, support the HoP on donor engagement and fundraising for WASH.
  • Ensure alignment with the NRC Global WASH Development Strategy
  • Overall responsibility for effective and efficient management of the WASH projects consistent with the NRC project management cycle (including reporting to the desired quality and standard) to ensure effective implementation (on time, on track, on budget).
  • Responsible for providing technical and implementation support and guidance to field-based WASH staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.
  • Ensure WASH field teams are familiar with and are implementing according to the WASH strategy.
  • Ensure monitoring data is collected, analysed, included in NRC’s MEL systems, and used to adapt programmes as required.
  • Ensure appropriate financial and logistical NRC systems/ procedures are adhered to within the WASH team.
  • Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.
  • Provide specific support and input to the recruitment process for WASH project staff.
  • In line with project needs and funding availability, continuously and proactively plan CC-specific workforce planning.

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts.
  • Technical WASH expertise
  • Documented results related to the position’s responsibilities.
  • Fluency in Spanish and English both written and verbal
  • Management of humanitarian and WASH guidelines and manuals such as sphere manual, Wash Fit, 3-star manual, compendium of sanitation technologies and systems, etc.
  • Knowledge of household water treatment solutions and safe storage, sanitation systems and handwashing points in emergencies.
  • Experience working with population with different types of vulnerability, victims of conflict, violence, among others.
  • Experience in budget management.
  • Experience with technical report writing
  • Previous experience in WASH-related issues in Red Cross movement or other international or national humanitarian organizations.
  • Willingness to travel in the states where NRC has a presence and to spend the night in the field.
