The British Embassy in Budapest is part of the United Kingdom’s (UK) world-wide diplomatic network, and represents British political, economic and consular interests in Hungary and is now looking to recruit a Country Based Support Staff to HM Revenue & Customs, Fiscal Crime Liaison Officer (FCLO).

Main purpose of the job:

His Majesty’s Revenue & Customs (HMRC) is the UK’s tax and customs administration and is responsible for collecting tax revenue on behalf of the UK government, making sure that money is available to fund the UK’s public services. HMRC is also charged with closing the tax gap and reducing tax avoidance and evasion.

HMRC’s Fiscal Crime Liaison Officer (FCLO) Network is responsible for facilitating international co-operation with host countries in support of these priorities. The main purpose of the FCLO support role is to assist the FCLO in maintaining and strengthening HMRC’s relationship with customs and law enforcement agencies in Hungary. The successful candidate will join a dynamic office working at the forefront of the fight against international organised crime, gathering intelligence and ultimately protecting the UK revenue from tobacco and alcohol smuggling, VAT fraud, money laundering and other fiscal crimes.

The EO grade FCLO Support role will work under the supervision of the HMRC FCLO and will be expected to provide essential administrative and logistical support to assist with the day-to-day office administration, including file management, data inputting, budgeting and translation duties. The jobholder will need to demonstrate excellent organisation skills with a practical approach to multi-tasking and high attention to detail. This is an exciting and challenging role which will enable the jobholder to develop an understanding of HMRC strategic priorities on fiscal crime and how we are working to promote them within country through international collaboration and diplomacy.

The main purpose of the role is supporting and assisting the Fiscal Crime Liaison Officer in achieving their objectives as set by HMRC and in maintaining and strengthening the relationship between host agencies and HMRC.

Roles and responsibilities:

Conduct office administration duties under the supervision of the FCLO. Duties include: records management; vehicle management; maintaining office accounts; maintenance of the asset register and gifts and hospitality register; planning travel, visits; and organising events.
Provide language support to the FCLO as directed (both written and spoken), including for exchanges of information and at official meetings and events, by using their command of business and technical Hungarian (as a fluent speaker); this may require occasional attendance at events outside of normal working hours and travel to meetings with external stakeholders within Hungary and occasionally overseas. This will require occasional overnight stays.
Compile verbal and written briefings as directed, including monthly management reporting.
Provide open source (Tier 1) research support, especially exploitation of sources in Hungarian.
Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines.
Monitor FCLO office mailbox and telephone so that messages are responded to in a timely fashion and / or directed as required.
Support broader corporate/embassy work as directed by the FCLO, especially during any crisis response.

Essential qualifications, skills and experience

Excellent English and Hungarian both verbal and written (minimum C1 level for CEFR framework *);
Previous experience in an administrative and/or support role;
A flexible approach to work and travel; this may occasionally include travel at short notice, working weekends and on public holidays;
Excellent IT skills – advanced skills in Microsoft Office;
Ability to process and understand large amounts of data and information; turning this into concise and accurate reports;
Strong interpersonal and communication skills and confidence in dealing with senior figures in a constructive, positive and service-oriented attitude;
Excellent organisational skills for document and record management;
Ability to follow standard operating procedures and written processes, working with minimal supervision and prioritising workloads when required;
Ability to respect the confidentiality of work issues and understands the personal and professional consequences of lapses in security.

Desirable qualifications, skills and experience

Experience of working in an area with a high level of personal responsibility and has a track record of being accountable for own actions / decisions;
Relevant work experience, including evidence of engaging stakeholders, customers and partners at all levels.
Knowledge of the various government institutions in Hungary.
Previous Law Enforcement experience and/or an investigative mindset.

This opportunity is for a full-time fixed-term position of 5 days (35 net per week) for 2 years with the possibility of renewal by mutual agreement. Due to the nature of HMRC’s work at post, remote working is not an option, and the vacancy is for a predominantly office-based position, with the opportunity for occasional travel to external events/meetings.

The successful candidate will be subject to confirmation of a background check and security clearance. You must have pre-existing work authorisation for Hungary in order to apply.
