Established in 2019, the Cluster Office covers both Tunisia and Libya, with dedicated programme teams and shared supporting and management units. In Tunisia, UN Women focused on three areas – Governance and Women’s Political Participation, Women’s Economic Empowerment and Women’s Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. In Libya, UN Women has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Women’s Libya is working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in humanitarian consultations and processes.
Reporting to the Head of Programme, the Junior Officer will provide support to the Women, Peace and Security, Women’s Political Participation and related areas of work.
Context

In Tunisia and Libya, the UN Women Cluster Office collaborates with national and international partners through four strategic areas: (i) women’s participation in governance and public life; (ii) women’s economic empowerment, including the transformation of discriminatory social norms and the unequal distribution of unpaid care and domestic work; (iii) the elimination of gender-based violence, including emerging and intersecting forms of violence facilitated by digital technologies; and (iv) the promotion of women’s roles in peace, security, mediation, and the prevention of violent extremism.
This volunteer assignment is supported by the Embassy of Switzerland in Tunisia as part of an initiative in partnership with the United Nations Volunteers (UNV) programme to strengthen youth inclusion, with a particular focus on the inclusion of young persons with disabilities (2024–2026). As such, applications from qualified young persons with disabilities are strongly encouraged.
Key Responsibilities
Under the direct supervision of the Programme Management Specialist/Head of Programmes or his/her designated representative, the United Nations Volunteer (UNV) – Programme Assistant will provide support to programme implementation, administrative follow-up, and coordination of activities through the following tasks:
– Programme Planning and Management Support
* Contribute to the preparation and updating of programme work plans.
* Assist in the collection and consolidation of information required for budgeting, project proposals, and planning documents.
* Support the preparation of administrative documents related to the implementation of programme activities.
* Contribute to the monitoring of programme activities and the compilation of information required for progress reports.
* Assist in the organization and filing of project documents in accordance with established procedures.
-Administrative and Financial Programme Support
* Support the updating of project information in organizational management systems.
* Contribute to the monitoring of expenditures and the collection of financial data required for periodic reporting.
* Assist in the preliminary preparation and verification of supporting documents and administrative records related to project activities.
* Participate in tracking financial commitments and updating budget monitoring tables.
* Contribute to the preparation of purchase requests, service requests, and other operational needs related to projects.
* Assist in compiling and organizing information required for administrative and financial closure processes of activities or projects.
– Support to Activity Organization, Meetings, and Missions
* Contribute to the logistical organization of meetings, workshops, consultations, events, and field missions.
* Assist in preparing participant lists, invitations, and logistical materials required for activities.
* Support the preparation of briefing notes, background documents, and reference materials for meetings and missions.
* Contribute to the development and formatting of PowerPoint presentations and other internal communication materials.
* Support administrative procedures related to staff and participant travel in accordance with applicable regulations.
-Field Activity Monitoring and Partner Coordination Support
* Contribute to monitoring partner-implemented activities by collecting and consolidating information on their progress.
* Assist in coordinating with partners and relevant teams to facilitate the preparation and implementation of field activities.
* Support tracking of activity timelines and reporting on progress achieved.
* Contribute to data collection required for results monitoring and reporting.
* Assist in disseminating relevant information between programme teams, partners, and stakeholders.
– Communication, Reporting, and Knowledge Management Support
* Contribute to the preparation of communication materials related to programme activities (reports, articles, fact sheets, testimonials, visibility materials, etc.).
* Assist in collecting and organizing data required for programme reporting.
* Support documentation of activities, achievements, and best practices from programme implementation.
* Contribute to knowledge capitalization and lessons learned from projects.
* Support knowledge-sharing initiatives within the team and with partners.
Required Skills and Experience
Education
• Bachelor’s degree in Business Administration, Public Administration, Social Sciences, or related field is required
Experience
• Minimum of 1 month to 1 year year of relevant work experience in administrative, financial, or programme management/support
• Experience working in a computer environment using multiple office software packages is required
• Experience with ERP systems (preferably Oracle) is desirable

Living Conditions
1) Living Conditions
Living conditions in Tunisia are highly regarded and are comparable to those in Mediterranean countries on the northern shore. The country enjoys a Mediterranean climate in almost all regions, except for the south, which has a more arid climate.
In addition to its mild climate and diverse landscapes, Tunisia has a rich cultural heritage, making it one of the most visited countries in the world. It is also well known for its gastronomy and culinary traditions shaped by a millennia-old history.
The country has a well-recognized healthcare system and a quality education system. It is equipped with all necessary infrastructure and amenities to ensure a good standard of living.
The capital, Tunis, is relatively easy to navigate. Public transportation is available and affordable. Crime rates remain relatively low.
As this is a national United Nations Volunteer assignment, the volunteer will be responsible for arranging their own accommodation and essential living needs.
2) Conditions of Service for National UN Volunteers
The contract is concluded for the period indicated. There is no guarantee of renewal of the assignment.
Travel to the duty station (if applicable) and a settling-in allowance will be provided when the duty station is outside commuting distance from the place of recruitment. A monthly Volunteer Living Allowance (VLA) is provided to cover accommodation, utilities, and basic living expenses.
Life, health, disability and malicious acts insurance is included (health insurance for up to three dependents), as well as a final repatriation allowance (if applicable) and a resettlement allowance for satisfactory service.
3) Entitlements
1. Pre-assignment
Entry lump sum: USD 350
Relocation costs: USD 175 at the beginning and end of the assignment if the duty station is outside commuting distance (as determined by UNV)
2. During assignment
Volunteer Living Allowance: TND 1,879.74
Learning and training: Access to UNV learning and career development resources
Annual leave: 2.5 days per month
Insurance: Comprehensive coverage for health, life, and malicious acts for the UN Volunteer, as well as health insurance coverage for up to three eligible dependents. Please refer to the Conditions of Service for detailed eligibility criteria.
3. End of assignment
Exit lump sum (paid upon successful completion of the assignment): USD 120 for each month served, paid upon completion of the contract.
