Position Focus:
Reporting to the Associate Controller, Operations, the University Bursar’s primary role is to provide strong leadership and effective direction in the overall management, planning, supervision and organization of the University Bursar’s Office. This includes the billing and collection of all University tuition, room, board and student fees and the management of the institutional and government student loan portfolio. The position is responsible for the overall operations of the department, maintaining the integrity of University receipts and student financial data within the University’s student information system, providing a high level of customer service to students and parents and ensuring departmental compliance with rules and regulations that govern federal, state and institutional student aid programs, privacy of data, Fair Debt collection practices, and other programs administered by the office. Working closely with technology partners, the Bursar is responsible for the on-going assessment, design and implementation of all student financial related systems.
The ideal candidate for the position of University Bursar will possess strong leadership skills, effective in establishing working relationships with partner departments throughout the University, as well as being detail-oriented and individually contributing to the operations of the department. While managing a staff of 8, the Bursar must maintain and enhance the customer service standards and business processes of the department to ensure a high level of customer satisfaction and financial integrity of the student accounts. At the same time, the position is responsible for the accounting, reconciliation and reporting of the student account and student loan receivables and related financial accounts.
Essential Duties
1. Manage and supervise the functions of billing and collection of University fees, disbursement of University and federal student aid and management of tuition payment plans. 2. Manage the accounting, reporting and collection of $50 million portfolio of student loan receivables; includes the management of third party loan servicer, balance sheet reconciliations, general ledger monitoring and annual federal reporting. 3. Ensure all University students and families are provided with excellent customer service while also enforcing the University policies regarding student billing and collections. 4. Continually evaluate and improve delivery of services to students, parents and colleagues that include use of technology, business policies, communications, and staff performance. 5. Determine policies and procedures related to student billings, student loan servicing and collections; ensure compliance with Federal and State laws and regulations as they relate to Title IV Cash Management, student loans, credit bureau reporting, Fair Debt collection practices and other consumer laws. 6. Responsible for driving and implementing technology-based business solutions; engage in continuous critical analysis of existing systems and business processes; identify need for new systems and develop and present proposals for process improvements. 7. Work closely with ITS partners to ensure proper and accurate function of the Student Financials modules of the Student Information System (Banner), as well as, other departmental technology systems. 8. Serve as liaison with University colleagues in financial aid and registrar offices, Provost and academic offices, Finance, Office of General Counsel and others as needed to ensure the Bursar’s Office is competently managing programs and services related to student financial issues. 9. Interact with internal and external auditors, participate in auditing projects, provide information to accounting records as required. 10. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization’s goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff. 11. Represent the University in external settings such as IvyPlus and AAU Bursar organizations and the National Association of College and University Business Officers (NACUBO).
Required Education and Experience
1. Bachelor’s degree in Accounting 2. 10 years related experience or a total of fifteen years of related experience and large corporation private industry experience including the responsibilities of controller, chief accounting officer, chief budget officer, management of financial analysis and planning, taxes and internal control.
Required Skill/Ability 1:
Broad and strong administrative experience in a large organization and financial management in a complex environment. Demonstrated experience developing high-performance organizations, ability to develop and lead teams which cross organizational boundaries.
Required Skill/Ability 2:
Excellent interpersonal and management skills. A successful record of managing large and complex projects, including evaluation and implementation of new technologies. Service-minded and self-motivated. Proven senior management level organizational, managerial, supervisory and negotiating knowledge and skills and experience.
Required Skill/Ability 3:
A record of success as a hands-on change agent managing integrated financial, administrative and management information. A mature level of judgment and decision-making in a changing and forward-thinking environment.
Required Skill/Ability 4:
An effective, articulate and persuasive communicator, verbally and in writing, who can speak finance and operations in simple and accurate terms. Comprehensive knowledge of the University organization and administrative, academic and financial policies and procedures.
Required Skill/Ability 5:
Advanced knowledge of federal and state loan, truth-in-lending, consumer protection, privacy and bankruptcy laws and regulations. Advanced knowledge of accounting theory and principles, fiscal controls and sophisticated computer-based financial systems. Well-developed oral and written communication skills.
Preferred Education, Experience and Skills:
MBA and/or CPA preferred. Banner Accounts Receivable knowledge a plus, but not required.
