Context

The assignment is based within UNICEF Afghanistan”s Resource Mobilisation and Partnerships Unit. The Unit manages a large and diverse donor portfolio, including partnerships with bilateral donors, multilateral development banks, UN pooled funds, National Committees, foundations and private sector partners. The assignment will support donor engagement, resource mobilization, grant management, donor reporting and strategic communications, contributing to UNICEF Afghanistan”s humanitarian and development objectives.

Key Responsibilities

Assist in delivering against the fundraising targets of the Afghanistan Country Office (CO) and the implementation of the CO Resource Mobilization plan by participating in the preparation and coordination of funding proposals, concept notes, briefing notes, internal and external analysis, and other relevant materials to foster donor engagement.
In collaboration with Public Partnership Division (PPD), provide oversight, technical support, and guidance to the country office regarding proposal development and related grant management.
In collaboration with the Communications Section support the implementation of the Afghanistan Country Office visibility and recognition plans and related work plans to support the visibility of UNICEF”s role in Afghanistan and to ensure donor visibility/communication materials’ requirements are met.
Ensure timeliness and quality of donor reporting and other donor submissions. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions to Afghanistan, ensuring compliance with donor requirements, quality of data and systematic results-based reporting.

Required Skills and Experience

• Excellent communications skills, verbal and written with demonstrated ability to draft, edit, and finalize high-quality donor-facing materials, including proposals, reports, briefing notes, presentations, and talking points.
• Proven ability to work under pressure in a strong paced environment, with solid prioritization skills and the ability to manage multiple deadlines and competing demands.
• Diplomatic communication and negotiation skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders, particularly in the context of donor relations and partnership development.
• Knowledge of resource mobilization processes and experience working on proposals, reports, presentations and talking points, including hands-on experience in proposal development, donor reporting, and grant management processes.
• Skill in researching and scoping and identifying new opportunities or requirements to meet challenges in the field and propose changes, with demonstrated ability to identify partnership and fundraising opportunities and contribute to strategic decision-making.
• Strong capacity to analyze and synthesize data and information to support evidence-based reporting, donor communications, and programme insights.
• High attention to detail and ability to ensure compliance with donor requirements, including quality assurance of submissions and reporting outputs.

Living Conditions

• Afghanistan is an L2 emergency, nonfamily, E duty station with a 6-week R&R cycle.
• Due to security, all UN Staff reside at UNOCA compound.
• Once in country UNV will be teamed up with a ‘buddy’ to help with the following:
o Greet you at the UNICEF ACO Reception upon your arrival from airport.
o Led you to your accommodation and handover the accommodation keys to you
o Give you a tour of the UNOCA compound to see the AIB bank branch, restaurants, shops, gym, Joint Medical Service (JMS) etc.
o Introduce you in person to all staff in the respective sections/

• Dress Code: When traveling outside of the compound, men should wear trousers. Women should have a head covering/scarf and wear an abaya. Please have one on hand for your arrival into Kabul airport. During working hours, in summer, tunic tops with mid- or full-length sleeves (not short sleeves) are acceptable and open sandals are common. On the compound, the dress is more casual on weekends and evenings, and it is acceptable to wear less conservative dress during off-work hours.
