UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled.

UNFPA’s goal is to achieve universal access to sexual and reproductive health, realize
reproductive rights, and reduce maternal mortality to accelerate progress on the ICPD
agenda, to improve the lives of adolescents and youth, and women, enabled by population
dynamics, human rights, and gender equality.

In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person:

1.) Ending unmet need for family planning
2.) Ending preventable maternal death
3.) Ending gender-based violence and harmful practises

UNFPA recognizes that innovation is a key accelerator to achieve these results. UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.

Context

The Population and Development Specialist will be based in UNFPA’s Country Office in Angola.

The incumbent will support the Country Office’s efforts to strengthen national capacities for generating and utilizing population data and evidence to inform policy and programme development. In addition, the incumbent will support the country office in strengthening its monitoring and evaluation mechanism and result-based management. A key element of this work is aligned with Output 3 of the 9th UNFPA Country Programme, which aims to enhance data systems and evidence generation at national, provincial, and municipal levels by 2028. This initiative seeks to integrate population dynamics and emerging megatrends—such as climate change—into development policies and programmes, with a particular emphasis on advancing sexual and reproductive health and reproductive rights. By equipping decision-makers with robust, data-driven insights, UNFPA contributes to the development of sustainable, evidence-based policies that empower communities and advance national development goals.

UNFPA’s P&D work in Angola is implemented in close partnership with the National Institute of Statistics (INE) and the Ministry of Planning, supporting Angola’s national and international development commitments, including:

• Angola’s National Development Plan (2023-2027) and its long-term strategic vision
• The International Conference on Population and Development (ICPD) Programme of Action
• The 2030 Agenda for Sustainable Development (SDGs)
• Africa’s Agenda 2063

UNFPA’s P&D area also serves as the focal point for Monitoring and Evaluation (M&E) for the UNFPA Angola CO; thus, this position will also contribute to this area internally, in coordination with programme and operations colleagues.

Key Responsibilities

Under the direct supervision of the Population and Development (P&D) Technical Specialist, the incumbent will support a range of activities related to population data and policy, including research, analysis, and programme implementation.

1. Support Data and Evidence Generation
• Assist in analysing and interpreting demographic data, including census, surveys, and vital statistics.
• Assist in preparing background documents, presentations, and reports related to population dynamics and development.
• Support the organization and implementation of workshops, seminars, and training sessions on population data and analysis based on the agreed workplan for the office and with national partners.
• Support the Monitoring and Evaluation (M&E) workstream of the Country Office, including Strategic Information System (SIS) monitoring, quality assurance of donor reports, and contributing to evaluations, studies, and surveys conducted by the United Nations Population Fund (UNFPA).
• Contribute to the development of a real-time monitoring system to be used by provincial or municipal governments to track progress made on key health indicators.

2. Contribute to Policy and Programme Development
• Contribute to monitoring the workplan with the Ministry of Planning and the National Institute of Statistics (INE).
• Assist in strengthening the monitoring and evaluation frameworks for UNFPA programmes in Angola and ensure quality assurance of all tasks related to monitoring and evaluation, such as indicator reporting, result frameworks in donor reports, proposals, and data used in external communication materials.

3. Support Partnerships and Coordination
• Support academic partnerships on data and evidence.
• Assist in coordinating and communicating with key partners, including INE, the Ministry of Planning, and other relevant stakeholders.
• Support the preparation of meeting minutes and reports for collaborative activities.
• Assist in researching best practices and innovations related to population and development.

4. Contribute to Knowledge Management
• Contribute to quality assurance of publications and reports produced by the Country Office.

5. Other Duties
• Undertake additional responsibilities as assigned by the supervisor, contributing to the smooth implementation of UNFPA’s Population and Development work in Angola.

Furthermore, UN Volunteers are expected to:
• Enhance their knowledge and understanding of the concept of volunteerism by engaging with the United Nations Volunteers (UNV) programme and external publications, and by actively participating in UNV initiatives (e.g., events commemorating International Volunteer Day).
• Familiarize themselves with, and build upon, traditional and/or local forms of volunteerism in the host country.
• Reflect on the nature and quality of their volunteer work, including participation in ongoing reflection and learning activities.
• Contribute to UNV publications, websites, newsletters, and press releases by submitting write-ups and accounts of their field experiences.
• Support the UNV Buddy Programme by assisting newly arrived UN Volunteers with their integration.
• Promote and advise local groups on online volunteering opportunities and encourage relevant individuals and organizations to utilize UNV’s online volunteering services whenever appropriate.
• Perform other related duties as required.

Required Skills and Experience

• Strong analytical and research skills, with the ability to interpret demographic and statistical data.

• Excellent written and verbal communication skills in English.

• Proficiency in statistical software (e.g., SPSS, Stata, R) is an asset.

• Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management and office technology equipment.

• Knowledge of population and development issues in Angola or the African region is an advantage.

• Monitoring and evaluation (M&E) experience or training is a significant asset.

• Ability to work independently and as part of a team.

• Strong organizational and time management skills.

• Demonstrated interest in the United Nations Population Fund (UNFPA) mandate and commitment to development work.

Living Conditions

The incumbent will be based in Luanda. The working hours for Angola Country Office are 8:00 am – 5:00 pm, Monday to Thursday and 8:00 am to 1:30 pm on Fridays.
