dynamics, human rights, and gender equality.

In 2018, UNFPA launched efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person:

1.) Ending unmet need for family planning
2.) Ending preventable maternal death
3.) Ending gender-based violence and harmful practises

UNFPA recognizes that innovation is a key accelerator to achieve these results. UNFPA will harness innovation to meet tomorrow’s challenges and boost its impact, especially in addressing furthest behind populations, and leverage opportunities, social capital, funding and technology by (a) strengthening the corporate innovation architecture and capabilities, (b) scaling up innovations that have proven to be effective and impactful, (c) forming new partnerships and connecting with relevant innovation ecosystems, (d) strengthening and leveraging financing for innovation, and (e) expanding communities and culture for innovation.

Context

Located in the Atlantic Coast of Southern Africa, Angola is currently experiencing a significant demographic shift, with a population that has reached approximately 36.6 million (Census 2024). The rapid population growth (3.4%) is driven by one of the highest fertility rates in the region (4.8 children per woman in average, 6.9 in rural areas/ MICS 2023-2024). Angola has one of the highest rates of unmet need for family planning in sub-Saharan Africa, with 37% of married/common-law women aged 15–49 desire to control fertility (either by intervals or number) but do not have the access to modern contraceptives (IIMS 2023-2024). This figure rises to 44,4% among adolescent girls aged 15-19. Additionally, approximately 27% of Angolan girls in this age group have experienced a least pregnancy and this rate increases up to 50% in some of the provinces. Births to adolescents and young women (ages 10-24) account for 51,5% of the total births each year, which equates to approximately 630,000 births annually attributable to adolescents and young mothers. Furthermore, available data suggest that inadequate menstrual hygiene management.

UNFPA Angola is currently implementing its 9th Country Program Document (CPD)
agreed with the Angolan government. This CPD aims to accelerate the achievement of the Three transformative results mentioned above. Through the current CPD, UNFPA in Angola contributes to improved access to information, education, and services in Sexual and Reproductive Health and Rights, especially for adolescents and youth, women, and the most vulnerable populations. The CPD consisted of four outputs:

a. Quality of Services: Promoting integrated SRH services including maternal and
neonatal health, family planning, comprehensive sexuality education, and prevention/ response to GBV (Gender Based Violence)

b. Social and Gender Norms: Identifying social and gender norms that are harmful to attain SRHR (e.g. adolescent pregnancies, child marriage, GBV, etc.) and raising
awareness of the role of social norms, engaging men, boys and communities in
strategies and change efforts

c. Youth and Adolescents: Increasing youth and adolescent participation, education on SRH, promoting their empowerment and bodily autonomy.
d. Population and Development Data: Strengthening the generation and analysis of population data and promoting its use for policies and programmatic decision-making.

The proposed position will support planning, implementation, and monitoring and evaluation of interventions that aim to improve adolescents’ and youth’s access to quality services, with focus on the following areas: adolescent-friendly health services, comprehensive sexuality education (schools and communities), and menstrual hygiene management. Across these programmatic areas, this position will focus on supporting the CO in building innovative partnerships and resource mobilization, as well as sustainable financing mechanisms for Sexual and Reproductive Health.

Key Responsibilities

Under the direct supervision of the Representative, with a close coordination with the Assistant Representative and Programme Officers, the IUNV Planning, Monitoring and Evaluation, and Reporting Expert will lead effective results and strategic planning, monitoring, reporting, communication and evaluation of the Maternal and Neonatal Health Trust Fund (MNHTF) and other programmatic areas/ outputs of the Country Programme Document (CPD) 2024-2028.

The position will focus on planning, M&E, and reporting of the ongoing Maternal and Neonatal Health Trust Fund, within the broader “Quality of Services” output (the largest output of the CPD) for approximately 50% of the time. For the remaining of 50% of the time, the position will support PME and reporting of other programmatic areas / outputs within the CPD, in close coordination with the M& E focal point/ Population and Development team in the office.

A. Results planning
Provide strategic guidance to the country office in planning of the Maternal and Neonatal Health Trust Fund’s annual allocation, while strengthening integrity across the priority areas of the CPD
• Lead the annual planning, mid-year and end-year reviews with partners, and reporting (narrative and data reports) for the UNFPA’s Global Maternal and Neonatal Health Trust Funds (MNHTF) as the focal point
• Support any technical, operational, and logistic aspects of the implementation of the MNHTF.
• Lead developing quality M&E frameworks including the costed monitoring and evaluation plan for MNHTF, integrated within the M&E frameworks of the country programme
• Provide relevant inputs to the formulation of United Nations Sustainable Development Cooperation Framework, more specifically common country analysis, strategic prioritization, theory of change, results framework and joint work plans with focus on Sexual and Reproductive Health and MNH.
• Lead developing annual and multiyear results plans for the MNHTF based on the baseline/ target of the indicators (Strategic Plan and MNHTF)
• Support developing workplans to operationalize the results
• Facilitate and substantively contribute to the development of field monitoring plans and quality assurance processes
• Facilitate generation of evidence and lessons to support evidence-based planning and programming

B. Monitoring
Provide technical guidance to the Country Offices in and oversee monitoring and tracking of results against programme/ country/ regional level targets and UNFPA Strategic Plan
• Lead monitoring of the Annual Results Plans
• Lead annual reviews of the projects and programs
• Facilitate the midterm reviews of the projects and programs
• Lead monitoring work plans in collaboration with programme staff
• Support field monitoring and coordinate with programme team and promote use of monitoring visits recommendations
• Support collecting and analyzing data and evidence including higher-level indicators and oversee regular data quality checks
• Actively participate and lead joint united nations joint results groups and other joint monitoring mechanisms
• Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring, etc.
• Contribute to the implementation of the assurance plans including the spot checks

C. Results reporting and results communication
Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
• Collect Quality quantitative and qualitative data
• Compile and analyze data for projects and present analytical reports to inform reporting and decision making
• Develop quality results reports
• Lead communicating results for both internal and external audiences in close collaboration with communication staff
• Provide required results and data for producing external report such as United Nations Sustainable Development Cooperation Framework
• Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programs

D. Evaluation
Provide technical support to programs in the implementation of the UNFPA Evaluation Policy
• Lead and provide technical support to the development and implementation of costed evaluation plan in the country office/programme; including an annual update and regular monitoring of implementation of planned evaluations
• Manage and ensure the quality of all evaluation processes and products in conformity with UNFPA Evaluation Policy and UNFPA evaluation quality standards (EQA)
• Manage decentralized evaluations at the country level
• Development of the decentralized evaluations TOR, quality assurance of the evaluation inception and final reports
• Provide guidance on the appropriateness and design of evaluations (methods, scope of work, technical proposal and consultant qualification), including on the conduct, the management, strategic communication and the use of evaluations
• Provide leadership in interagency and coordination work on M&E at country level, including technical advice to UNSDCF evaluations
• Ensure dissemination of evaluation results and ensure results are incorporated in formulation and implementation of programs

E. Knowledge management and culture of results
Contribute to knowledge management and maintaining a culture of results
• Ensure implementation of results-based management (RBM) principles and standards
• Provide technical support to implementing partners on strengthening capacity development on results-based management
• Promote interventions for utilizing results and demonstrate the adaptive management
• Identify, disseminate and use good practices, lessons and knowledge
• Support results communication in collaboration with relevant staff
• Coordinate development of management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations

Carry out any other duties as may be required by UNFPA leadership.

Key performance indicators
• Timely and quality technical support to the programme team and implementing partners in line with work plan
• Quality and timely systems for tracking/monitoring developed and implemented

Required Skills and Experience

7 years (additional post graduate degrees or specialized training, or specific on-the-job training relevant to the Description of Assignment (DOA) can be considered in lieu of the working experience, but a candidate must have at least 7 years’ experience)

• Experience working in communication or advocacy in the areas related to UNFPA’s mandate (e.g., sexual and reproductive health and rights, prevention of gender-based violence or protection, youth and adolescents, gender equality, intercultural communication, and human rights focusing on the most vulnerable populations. Adolescent and youth engagement)
• Strong advocacy skills (especially proposing advocacy strategies and tools) and result-based management of external communication and advocacy plans
• Sound analytical skills related to country context or situation, and stakeholder mapping, and ability to use the analysis
• Experience with, or knowledge on the UN system in general and especially UNFPA mandate is a strong asset.
• Familiarity with designing, implementing and monitoring communications campaigns and events, including the use of social media and innovative technologies.
• Excellent skills in analytical writing and crafting talking points and other communication products that effectively transmit key messages and position the organization, based on the audience (Portugues and English).
• Technical capacity to supervise, guide, and provide quality control of design materials, audiovisuals and photos. Sounds skills in photography and video editing are preferable.
• Experience in communication in crisis or risk mitigation communication is highly desirable
• Excellent computer/information systems skills, including knowledge on social media and other innovative technologies or communication tools/ methods is an asset (e.g. storytelling)
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines
• A strong interest and commitment in promoting the universal Sexual and Reproductive Rights and volunteerism as a mechanism for durable development, and the UN system’s mission

Living Conditions

The incumbent will be based in Luanda, the capital city of Angola. Luanda is the largest city in Angola, with approximately 2.5 million inhabitants. Luanda is a family duty station category B. The city is considered security-stable, where staff members can rent apartments and/or houses with access to running water, electricity, internet, and cable TV. Most of the banks, markets, and hotels are open from 8:00 to 15:00 for 6 days a week.

Some banks offer the possibility of opening accounts in foreign currencies. Within Luanda, health centers and hospitals are fully operational. Angola’s healthcare system is comprised of public and private services. In Luanda, most medical services are available. UNHCR currently has no payment guarantee with any provider; upfront payment may be required. The quality of services rendered at public hospitals is below international standards, and recurrent shortages of basic medicines and supplies occur.

In response to the COVID-19 pandemic, the government of Angola launched a program to prevent and control the spread of COVID-19. By the end of September 2022, 24.12 % of the target population had taken at least two vaccine doses.

The use of a face mask (covering both nose and mouth) is required in healthy centers/ hospitals, pharmacies, and some public areas.

Like in many other large cities, Luanda”s crime threat level is moderate. The burglaries in residences and robberies can occur at night in some parts of the city. A high level of vigilance and alertness is always required.
