Delivery of training courses on the use of X-ray technology to detect firearms, their parts and ammunition.Work Locationhome basedExpected duration1.1.2025-31.12.2025Duties and ResponsibilitiesIn 2011, UNODC launched the Global Firearms Programme (GFP) to assist Member States in preventing and countering transnational illicit trafficking in firearms through the ratification and implementation of the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition (FP), supplementing the United Nations Convention against Transnational Organized Crime (UNTOC). The Programme develops around different complementary clusters, which include advocacy and awareness raising; legislative and policy development; technical assistance and capacity building; technical support in firearms control; international cooperation; support for firearms data collection, research and analysis. Starting in 2020, the GFP began offering technical support for utilizing X-ray technology in detecting firearms, their components, and ammunition. This initiative coincided with the COVID-19 pandemic, which saw a significant surge in using parcel deliveries for goods. In this context, the identification of firearms parts, such as barrels, frames or receivers, slides or cylinders, bolts or breech blocks, and devices designed to reduce firing sound, has become challenging because of the sheer volume. Similarly, identifying ammunition, including complete rounds or their components like cartridge cases, primers, propellant powder, bullets or projectiles used in firearms, has become increasingly difficult. In response to these threats, GFP developed training materials to update the knowledge and raise awareness of the new forms of trafficking for the personnel operating X-ray scanners during the inspection of cargo and mail. The GFP developed Training Manuals on analysis of firearms X-ray images, foundation and advanced training courses, and two computer-based training courses. A. Training Manuals on analysis of firearms X-ray images Each Training Manual contains over 1,000 images focusing on detection of firearms in postal parcels and in hand-held luggage. The Manuals contain actual and X-ray images of pistols, revolvers, rifles, and shotguns. In addition, the Manuals also consider the emerging threats and difficulties in the detection of illicit items, including firearms with polymer parts. The firearms images are presented at various angles in assembled and disassembled form with a focus on their main parts. The Training Manuals also covers the trafficking in ammunition and manufacturing equipment, providing information about the ammunition manufacturing tools and their parts. They contain images of ammunition, images of manufacturing equipment for ammunition, a silencer and an optical sight. The X-ray images correspond to the actual images of firearms, parts, components, and ammunition, and they come in various levels of difficulty. The X-ray images represent different scenarios and are mixed with everyday items. All images have been assigned unique numbers for easy reference. The Training Manuals support the X-ray image analysis by identifying the threat in each X-ray image. B. Foundation level training on countering smuggling of firearms, their components and ammunition in postal parcels and cargo traffic The foundation level training on countering trafficking of firearms, their components and ammunition in postal parcel and cargo traffic has the overall objective to assist customs administrations, postal companies, courier companies and all other stakeholders in strengthening their efforts to detect firearms, their components, ammunition and explosives in postal and cargo traffic, ensuring more successful prosecutions when offences are uncovered, obtaining the maximum evidence, information and intelligence from every detection and minimizing risk to life. The specific objective of the course is to increase understanding of the current threat, locally and globally in the trafficking of firearms, components, ammunition and explosives in postal and express courier traffic. The foundation level training is relevant for all front-line staff, other appropriate staff and to raise awareness amongst managers. C. Advanced level training on the use of X-ray technology for detection of firearms, their components and ammunition The Advanced level training course targets operators of X-ray scanners. It is based on a modular system, comprising various sections, an instructor’s guide and training materials for modules, including slides, handouts, practical classes, tests, answers and more. The training materials can also be supplemented and specified considering the specific features of the activities of the organizations/services that conduct the inspection of cargo and postal items, the functional responsibilities of the course participants and the requirements of local process documents and procedures, and also considering the national legislation of the country where the training is occurring. D. Computer-based training on firearms X-ray image analysis The training courses for firearms X-ray image analysis on the computer include foundation, advanced, and expert levels. The training courses focus on analyzing X-ray images of firearms in postal parcels and carry-on luggage. The trainees can consistently practice and improve their skills in detection of firearms threats over the course of one year. Supervisors receive information on the progress and results achieved by the trainees during the training period. Under the direct supervision of the Chief of the Firearms Trafficking Section and in cooperation with the designated UNODC staff, the Consultant will: A. Use the UNODC’s training materials for developing a training programme based on the identified training needs of the beneficiary. B. Deliver trainings on the use of X-ray technology to detect firearms, their parts and ammunition.

Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in the fields security studies, law enforcement, border control or related area is required. A first level university degree or equivalent academic education, professional training with certification from a recognised international/national police, defence, customs or other staff training institution with specialisation in security, economics, border control, law enforcement and/or other related areas, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A minimum of seven years of experience in the field of security, customs, or law enforcement services is required. A minimum of five years experience in the use of X-ray scanner technology and delivering training on its use is required.LanguagesEnglish and French are the working languages of the United Nations Secretariat.
