Biomedical Informatics is an interdisciplinary field at the intersection of biology, medicine, and quantitative sciences. Biomedical Informatics researchers develop new methods to integrate and analyze vast amounts of data generated in the laboratory, clinical and translationalresearch, clinical encounters, and population studies. The goals of the Department of Biomedical Informatics (DBMI) are to (1) promote excellence in biomedical informatics research, (2)collaborate with biomedical researchers in developing new quantitative methods that enable the formulation and testing of original hypotheses, (3) train the next generation of biomedical informatics specialists, and (4) interface with engineering, mathematics, informationand computer science communities, serving as a hub for quantitative scientists focused on biomedical research.

This department leads multiple federally and non-profit funded biomedical research projects, which are focused on the integration, analysis, and sharing of biomedical and health care data for the scientific community, as well as patient-centered research. In addition, the departmentruns a complex computational infrastructure that allows access and analysis of these data in a privacy-preserving manner.

Technical Project Manager supports project management of complex public health informatics systems developed by the Division of Biomedical Informatics, UCSD School of Medicine. An example of one of these systems is the California Integrated Vital Records System (Cal-IVRS). Cal-IVRS is a platform designed, developed and implemented for the State of California through a contract with UC San Diego.

Technical Project Manager has primary responsibility for managing the development and testing of health informatics software systems developed by software engineers and ensuring there is a smooth and effective transfer of knowledge to produce an optimal system and interface design. Incumbent also performs quality assurance testing on the finished product using both manual and automated methods. Technical Project Manager is the central point of contact for system development projects. Technical Project Manager will exercise initiative, originality and judgment in applying established health informatics and software development principles and practices to programs. Applies skills as a seasoned, experienced technical project management professional with a full understanding of project management frameworks and methods, relevant policies and procedures to resolve a wide range of issues. Demonstrates competency in selecting methods and techniques to obtain solutions.

  • Bachelor’s degree in related area and / or equivalent experience / training. Five (5) or more years of relevant experience.

  • Effective skill at tracking effort and project progress. Demonstrated highly advanced organization and project management skills. Demonstrated strong conceptual and planning skills to analyze projects of broad and diverse scope. Understands the cost impact of projects, project tracking tools and metrics.

  • Advanced knowledge of Software Development Life Cycle.

  • Demonstrated ability to integrate critical information across disciplines. Understands how projects relate to other business strategies and initiatives.

  • Demonstrated skills needed to develop process and system implementation plans.

  • Demonstrated ability to effectively communicate with all levels of an organization.

  • Proven leadership ability. Effective problem solving skills. Demonstrated ability to put forth persuasive arguments.

  • Requires ability to assess campus, medical center or Office of the President needs for information technology products and design services to meet those needs.

  • Working knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.

  • Demonstrated capacity to anticipate obstacles and plan for contingencies.

  • Demonstrated attention to detail.

  • Demonstrated ability to determine relevance and prioritize tasks.

  • Demonstrated effective writing skills.

  • Demonstrated competency in selecting and implementing project management methods and techniques.

  • Broad knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.

  • Experience leading a team of technology professionals.

  • Advanced knowledge of all aspects of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.

  • Requires basic knowledge of project management principles, theories, and concepts.

  • Master’s degree in Public Health or Health Informatics, or equivalent experience.

  • Professional certification preferred (PMP).

  • Knowledge of Human Subjects Research data security concepts and regulations. Familiarity with HIPAA regulations and procedures related to privacy preservation.

  • Demonstrated ability to keep complete notes and maintain required documentation of disparate types of activities associated with concurrent projects.

  • Strong problem-resolution skills, with the ability to quickly diagnose problems, and develop, test, and implement appropriate and effective solutions in a timely manner.

  • Knowledge of Agile project management methodologies, such as SCRUM.

  • Employment is subject to a criminal background check.

  • Occasional evenings and weekends may be required.

  • Must be willing and able to travel locally/regionally.

  • The position is based in Sacramento or San Diego.
