Org. Setting and Reporting
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its Aviation System Block Upgrades (ASBUs) as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) which monitors all Member States on a continuous basis. The Safety and Air Navigation Capacity and Efficiency entity is responsible for supporting States in the selection, planning and implementation of the Aviation System Block Upgrades (ASBUs) and Standards and Recommended Practices. The entity is also responsible for providing assistance and support in the resolution of air navigation deficiencies and working with the Planning and Implementation Regional Groups (PIRGs) and the regional offices to help determine regional and sub-regional priorities and targets for implementation. The Technical Officer, Information Management, TO/IM is a professional with a clear comprehension of Information Management (IM) concepts with emphasis on Aeronautical Information Management (AIM) and operational information security under the entity of Air Navigation and Aviation Safety (ANS). S/he works closely together with key stakeholders in the areas of Aeronautical Information Management (AIM), Air Traffic Management (ATM), Communications (COM), Meteorology (MET), and Cyber Security and Operations (OPS). The incumbent carries out duties in relation to Annex 4 – Aeronautical Charts, Annex 15 — Aeronautical Information Services, the new PANS-IM and other related ICAO documentation. The Incumbent will report directly to the Chief, of the Global Interoperable Systems (GIS) Section, ANB who is also responsible for IM/AIM matters. S/he is expected to work independently, consulting and collaborating with other Technical Officers, Bureaus, and industry as necessary.
Responsibilities
Function 1 (incl. Expected results) Serves as information security focal point, achieving results such as: • Ensure that the development of aeronautical information security-related activities is consistent with SWIM concept principles. • Coordinate on a regular basis with relevant sections in ANB on aeronautical information security issues. • Report to Chief GIS on a regular basis on the progress of implementation activities. • Maintain Doc 9855 – Guidelines on the use of the Public Internet for Aeronautical Applications. Function 2 (incl. Expected results) Serves as the ICAO Aeronautical Information Management (AIM )focal point, achieving results such as: • Manage the updates of Annex 4 and the associated guidance material, and provide technical expertise in the area of Aeronautical Charts. • Manage the currency of Annex 15, PANS-ABC and PANS-AIM and its associated documentation – AIS Manual, AIM Training Development Manual, WGS-84 Manual, providing strategic and technical expertise in the area of AIM. • Maintain the AIS Quality Manual. • Draft or review ICAO publications, such as technical manuals and circulars related to AIM and create presentations for management decisions. • Prepare comprehensive responses to all external questions relating to AIM and the evolution from AIS to AIM. Function 3 (incl. Expected results) Serves as Secretary or manages expert groups as required, achieving results such as: • Provide comprehensive analysis of issues raised by States and international organizations in the field of Information Management. • Provide high-level technical support to the ANC and Council by providing solutions in the area of IM/AIM. • Develop meeting documentation to facilitate effective technical discussions including working papers, presentations and reports. • Provide guidance on ICAO procedures and methodologies for standards making. • Review draft proposals from the expert working groups for quality and consistency with ICAO policies. • Communicate and coordinate with members of expert groups and other ICAO Sections and technical bodies. • Develop and manage specific Websites and maintain their currency and accuracy. • Report AIM activities to the ANC, and prepare presentations including working papers and technical analysis. • Review proposals to be presented to the ANC from the Secretariat and/or expert groups. Function 4 (incl. Expected results) Coordinates the implementation of IM concepts, achieving results such as: • Coordinate active liaison with the Regional Office on the roll-out of IM matters. • Organize workshops to create awareness among States in the area of IM. • Provide global updates and guidance for regional applications in implementation activities by conducting and/or participating in regional workshops and seminars. • Plan and conduct specific training sessions, either in-house or by partnering with external organizations for all affected domains on IM-related activities. Function 5 (incl. Expected results) Develops working papers for the ICAO Council, ANC and international meetings on matters related to Information Management (IM), achieving results such as: • Develop comprehensive working papers, State letters and other documentation required to present Annex and PANS amendment proposals to the ANC and ICAO Council to facilitate technical discussions. • Participate in the discussion of such papers and provide technical support, as needed. • Conduct necessary follow-up on actions including providing strategic/operational recommendations resulting from the discussion of the papers during the panel and working group meetings Function 6 (incl. Expected results) Performs other related duties, as assigned.

A first-level university degree in computer science, aeronautical engineering, or in a related field is required.

Work Experience
• A minimum of ten (10) years experience in the field of Information Management, including information security, in an aviation-related international organization or service provider is required. • Experience leading and managing large-scale meetings/symposia/seminars is required. • Experience as a Pilot, air traffic controller, flight dispatcher, or other operational user of aeronautical information is desirable. • Experience in managing technical groups, symposia, workshops, etc. is desirable. • Experience as an ICAO Auditor is desirable. • Experience in project management and the use of project management tools, methods, processes and techniques is desirable. • Experience working with digital networks, and cyber protection and resilience is desirable.
Languages
Essential Fluent reading, writing and speaking abilities in English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. Remuneration: Level P-4 Rate Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $77,326 + USD $36,962 (*) Post Adjustment is subject to change.
