STAFF RECRUITED ON CONTRACTS
In addition to permanent officials, the European Commission offers non-permanent positions.
There are two categories of non-permanent staff:
•
temporary agents are recruited to fill vacant positions for a set amount of time or
to perform highly specialised tasks.
• contract agents may provide additional capacity in specialised fields where an
insufficient number of officials is available or carry out a number of administrative or
manual tasks. They are generally recruited for fixed-term contracts (maximum 6 years in
any EU Institution), but in some cases they can be offered contracts for an indefinite
duration (in offices, agencies, delegations or representations).

WE ARE
The Directorate-General for International Partnerships is responsible for designing EU development
and international cooperation policies and for implementing the Commission’s external aid
instruments.
As part of the modernisation of the EU Delegations’ network, starting on 1 September 2026, the
Reinforced Delegation to the Pacific, located in Fiji, will focus its activities on Global Gateway
Investments and Strategic Communication through its Regional Partnerships Unit.
The Regional Partnerships Unit will contribute to the origination, identification and development of
partnership actions in the 13 Pacific Island Countries covered by the EU Delegation to the Pacific:
Cook Islands, the Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, the Republic of
the Marshall Islands, Samoa, Tonga, Tuvalu, Solomon Islands and Vanuatu. It will also manage the
programmes related the EU Pacific Overseas Countries and Territories (OCTs): French Polynesia,
New Caledonia and Wallis and Futuna. Moreover, the Regional Partnerships Unit will also cover EU
programmes in Papua New Guinea (PNG), since the Delegation to that partner country is becoming
“diplomatic presence only” as of 1 September 2026.
WE PROPOSE
The successful candidate will manage the strategic communication team in the Reinforced
Delegation. She/he will be responsible for overseeing the planning, execution, and evaluation of
strategic communication campaigns aligned with the EU’s international partnerships portfolio in the
13 Pacific Island Countries, PNG and the 3 OCTs, in close coordination with INTPA Political Strategy
and Communication Unit.
The assignment, in the context of the rotation exercise 2026, under article 2 of annex X to the Staff
Regulations, would be for 3 years. The indicative date for taking up of duties is 01/10/2026.
