Position purpose:

Provide integrated management (planning and coordination) of the Financial Aid Department and administer all governmental financial assistance programs to optimize the provision of government grants and loans by establishing quality control and quality criteria while respecting the regulations of all agencies. 

In this role, your responsibilities will include:

  • Develop, implement and deliver grant and loans by international, federal and provincial funding agencies Coordinates all internal and external financial reporting requirements in accordance with the auditing and reporting guidelines (MAESD, uOttawa, U.S. and internal committees) to meet legal requirements and also to ensure continuity of funding.
  • Prepare and revise expenses to ensure effective allocation of allowances received by the ministry (vary every year) and the institution ensure control over the management of funds in accordance with the terms and conditions establishes and raises variances.
  • Analyze funding trends (internal and government) and funding decisions of governments and competitive universities to maintain competitive financial needs offers to attract the best candidates. Provide sound and appropriate recommendations to modify current strategies to maintain and improve funding for current and future need base bursaries.
  • Support the Manager and Director of Financial Aid and Awards Director in the development of internal and need base bursaries programs and develop strategies to increase the University’s success in bursary competitions.
  • Establish and maintain ongoing relationships with the Faculty and Services at all levels, and all external governmental granting agencies to ensure strong collaboration with the goal of aligning efforts to achieve the strategic objectives
  • Develop and implement quality assurance and audit procedures for all processes to ensure the quality of work performed and adherence to internal and external compliance regulations.
  • Develop and implement a training program that meets the needs of staff to ensure optimal quality and efficiency of operations and service to the student clientele.
  • Develop information sessions for students and participate to any fair, information and promotion activities as expert counsel.
  • Direct, supervise, evaluate and train the personnel under his responsibility the various activities of the sector. Plan, prioritize and assign the work to be done to the staff under his / her responsibility to meet operational and administrative requirements and deadlines.
  • Develop and improve the working methods of his sector to ensure compliance and efficiency of operations and to enable effective crisis resolution. Identify problems, issues and propose solutions. Monitor the quality of the services provided and budgetary constraints from the University, all provinces and U.S.
  • Participates and represents the University of Ottawa in the by-annual OAFSAA and the annual US Department of Education conferences to keep knowledge current Share information with FAAS.

What you will bring:

  • Postsecondary education in a related field or work experience that is deemed equivalent.
  • A minimum of 5 years of experience in a similar position.
  • A minimum of 2 years of experience in human resources management and supervision of a team.
  • A minimum of 2 year of experience working with procedures, regulations and methods that govern government financial aid.
  • Experience in conflict resolution and crises management.
  • Experience in project management.
  • Ability to address complex situations and find effective solutions.
  • Demonstrated experience to deliver presentations in front of various client bases.
  • Knowledge of postsecondary education programs and academic rules and regulations.
  • Experience in elaborating, interpreting, explaining and applying regulations and methods.
  • Experience in creating and maintaining partnerships and strategic relationships that demonstrate excellent communication and interpersonal skills.
  • Experience with computer systems, multiple database and Microsoft software including advanced knowledge of Excel.
  • Ability to work independently, under pressure, organize work according to strict deadlines, and manage priorities by working on multiple projects simultaneously.
  • Experience in administrative writing.
  • Bilingualism (written and oral communication).
  • This position may require the incumbent to work outside of regular office hours and on weekends.

The rating is determined by a proficiency test designed by the Official Languages and Bilingualism Institute.

This policy was suspended effective May 1, 2022 but may be reinstated at any point in the future depending on public health guidelines and the recommendations of experts.
