DUTIES:

Reporting to the Manager, Facilities Operations, this position will be responsible to provide leadership and direct supervisory support for staff, administrative liaison and direct family and resident interaction with regard to facility function, maintenance, performance and health and safety issues.  Responsible for human resources management functions, including shift scheduling, participation in staff recruitment, hiring, orientation, discipline and conducting annual performance appraisals.  Will develop and administer preventative maintenance programs and procedure; responsible for daily monitoring and auditing of infection control protocol and procedures to ensure compliance with Ministry of Health & Long Term Care requirements.  Will coordinate all plant and building maintenance and repair, including furnishing, structures, floor covering, equipment, acoustical ceiling, heating, plumbing, electrical, air conditioning and related systems.  Coordination of grounds maintenance, including; grass cutting, irrigation, snow removal, de-icing, fencing, parking lot pavement, sidewalks, park benches, exterior structures & lighting, garbage collection & compaction, recycling and equipment maintenance, tree trimming, pesticide application, safety.  Additional responsibilities include monitoring, maintenance, additions and upgrades to the CCTV system for both internal and external surveillance.  Responsible to manage resident laundry, including the collection, sorting, infection control, health & safety, labelling, periodic weight audits, processing and re-distribution to resident home areas within the facility and equipment maintenance.  Will coordinate contracts, RFP’s, scheduling of repairs and maintenance utilizing internal staff and outside contractor support and staff support.  Will carry out project management functions, including investigating problems and issues and prepare scope of work for repair based on resources, projected cost and available budget.  Prepare detailed specifications or hire consultant based on scope.  Inspect, control, and manage the project, assure compliance to specifications, including progress certificates and payment authorization.  Start up or commission completed project and train staff in the operation, maintenance and use of the space or equipment that is related to the project.  Responsible for shipping and receiving to all departments (dietary, environmental and nursing) including supply distribution, equipment maintenance, security surveillance, special event setups and clean-up, seasonal grounds maintenance, and health & safety issues.  Will be the designated contact person for facility related work.   Must remain up to date on applicable legislation to ensure procedures and maintenance practices remain current.  Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety program.  Will perform other related duties as required.                                                                                                         

QUALIFICATIONS:

  • Must have a University degree in Engineering or related field or Ontario Ministry of Education equivalency and a minimum of two (2) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.

  • OR Must have a post secondary Community College diploma in an Engineering Technology program, Building Environment Systems or related field or Ontario Ministry of Education equivalency and a minimum of four (4) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.

  • OR Must have an Ontario Secondary School Graduation Diploma plus one year of post secondary school courses in any applicable field such as a building related skilled trade (plumbing, electrical, HVAC, etc), Power Engineering Technology, or Building Environment Systems, or Ontario Ministry of Education equivalency and a minimum of  six (6) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.

  • OR Must have an Ontario Secondary School Graduation Diploma and a minimum of  ten (10) years experience within a commercial/institutional or industrial environment in building environment systems, property and/or facility maintenance, building codes, risk and liability, project management, blue print reading, construction design and human resource management.

  • Must hold and maintain a current valid and lawful Class G driver’s license in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment.

  • Must have supervisory experience, preferably in a property and/or facility maintenance and unionized environment.

  • Must have operating knowledge in the Microsoft Suite of Products, such as Word, Excel, and Access in a computerized environment.

  • Must possess effective oral and written communication skills as well as interpersonal skills.

  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work.

  • Will be required to complete and remain current as per the Corporation’s Management Windsor Certificate Program.

  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.

  • Professional designations such as Professional Engineer (P.Eng), Certified Engineering Technologist (CET), Real Property Administrator (RPA), Facilities Management Administrator (FMA), Systems Maintenance Administrator (SMA) or Certified Facility Manager (CFM) considered an asset.
