Student Trainee (Information Technology) in Washington, District Of Columbia

Summary The Office of the Chief Information Officer Office (CIOO), oversees the operations of the Office of the Chief Information Security Officer and Division of Information Technology. This office provides leadership, vision, definition and oversight of the FDIC information systems, information security and privacy programs. As FDIC’s technology leader, the CIOO provides the FDIC with innovative and cost-effective IT solutions to support core business processes and to achieve mission-critical goal. Responsibilities As an information technology intern you’ll get opportunities to utilize your current skills and develop new ones to handle the ever changing requirements of the Information Technology industry. Under the direction and supervision, the incumbent will participate in and/or independently perform the following: Design and execute basic test plans and scripts, document system defects and report test results. Write installation scripts, install applications on test machines, and validate installations. Research and analyze latest information technologies. Research and evaluate PC software and operations systems. Test potential products. Assist clients in the use of standard software applications. Perform administrative functions on standard software to manage access and privileges for a variety of users. Develop and maintain web pages and web-based applications. Develop basic applications including requirements analysis, system design, software development, testing and implementation. Provides support to supervisor and staff on projects. Gathers, analyzes, and evaluates information for input into problem states. Requirements Conditions of Employment Registration with the Selective Service. U.S. Citizenship is required. Employment Conditions. Completion Of Financial Disclosure May Be Required. National Agency Check Investigation (NACI) required. The applicants selected will be offered an excepted service appointment without time limitation. The starting date of employment is expected to be approximately winter 2024. After successful completion of the program requirements and based on FDIC’s needs, the selectees may be non-competitively converted to a Term or Permanent position as an Information Technology Specialist, CG-2210, based upon an evaluation of performance, completion of at least 480 hours of work experience acquired through the Internship Program. However, service in the FDIC Pathways Internship Program confers no right to further employment in the competitive or excepted service. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-05: To qualify, candidates must meet one of the following requirements: 1. Experience: Applicants must have completed at least one year of specialized experience, as described below, equivalent to at least the 04-grade level or above in the Federal service; Specialized Experience for the CG-05: IT experience utilizing PC software and operating systems; assisting clients with the use of standard Microsoft applications; preparation of reports using Microsoft Office -or- 2. Education: Completion of 4 academic years of post-high school study leading to a bachelor’s degree or equivalent degree -or- 3. Combination of education and experience: A combination of education and specialized experience as described above that together meet the qualification requirements for this position. CG-07: To qualify, candidates must meet one of the following requirements: 1. Experience: Applicants must have completed at least one year of specialized experience, as described below, equivalent to at least the 05-grade level or above in the Federal service; Specialized Experience for the CG-07: IT experience developing and maintaining web pages and web-based applications; troubleshooting hardware and software configuration problems -or- 2. Education: Completion of 1 full academic year of graduate level education, or eligibility under the Superior Academic Achievement (SAA) with completion of a bachelor’s degree. Combination of Education and Experience: Applicants must possess a combination of both education and specialized experience described above that together meet the qualification requirements for this position. CG-09: To qualify, candidates must meet one of the following requirements: 1. Experience: Applicants must have at least one year of specialized experience equivalent to at least the 07-grade level in the Federal service; Specialized Experience for the CG-09: 1 year of IT experience performing PC software testing; writing installation scripts; developing software; researching and evaluating PC software and operating systems -or- 2. Education: Completion of all requirements for a master’s degree or equivalent degree or 2 full years of progressively higher-level graduate level education leading to such a degree or LL.B. or J.D., if related -or- 3. Combination of Education and Experience: Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level. NOTE: Prior to conversion to an Information Technology Specialist (2210 series), applicants must either have a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks or have IT-related experience. You must have Information Technology (IT) – related experience which demonstrates proficiency in each of the following competencies: 1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education A participant must be accepted for enrollment or are enrolled and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution or accepted for enrollment or enrolled in a qualifying career or technical education program that awards a recognized postsecondary credential (such as a Registered Apprenticeship Program, Jobs Corps, AmeriCorps, and Peace Corps) on a full or half-time basis; have at least a cumulative (overall) 2.5 grade point average; and remain in good academic standing.
