UNDP’s Youth Empowerment Portfolio in Asia and the Pacific (YEP-AP) aims to invest in and empower young people across the region, to accelerate the implementation of SDGs. YEP-AP believes that youth can be leaders, who create inclusive and equitable societies free of discrimination. They can make a positive difference by taking on the challenges through social innovation, mobilizing their peers and communities, and creating adaptive and innovative solutions.

YEP-AP strengthens youth empowerment at all levels for maximum, collective impact across the region : 

  • Promoting youth-friendly policy and regulatory environments at the upstream level,
  • Strengthening the capacities and connections between key stakeholders at the midstream level, and
  • Directly supporting young people at the downstream level.

Covering all these bases through interventions reinforcing each other will collectively create a greater and more sustainable impact.

The portfolio will directly target across the Asia-Pacific region, with many more benefitting indirectly from YEP-APs activities. These 250,000 young people benefits will also extend to the broader community, including underserved and marginalized communities supported by young social entrepreneurs, climate advocates and activists. 

YEP-AP consists of 4 programming pillars: of Youth Entrepreneurship, Youth and climate Action, Youth & Digital Skills, and Youth Political Participation and Peacebuilding with cross-cutting programmatic interventions around Diversity, Equity, and Inclusion. The portfolio also expect to support Asia-Pacific UNDP country offices in identifying opportunities to replicate national youth portfolios and with the scale of the interventions and complexity, needs capacities to operationalize the programming activities.

In order to achieve above objectives and programme results, Regional Youth Portfolio seeks to explore and engage stakeholders across the region varying from young leaders and industry experts, youth networks and civil society organizations, incubators and accelerators, universities and think-tanks, international organizations and UN partners, local and national government counterparts to name a few. Aligning with the project vision of leaving no one behind more attention will also be placed to identify organizations to advance the diversity, equity and inclusion objectives of the portfolio.

With this context, the Regional Youth Empowerment Portfolio intends to engage a Stakeholder Engagement and Management Analyst to strengthen the understanding and meaningful engagement of external stakeholder in order to operationalize the portfolio, including supporting project team on programme operations planning and implementation.

Duties and Responsibilities

The Stakeholder Engagement and Management Analyst will report to the Regional Youth and Civil Society Specialist with the close supervision of Regional Youth Portfolio Manager and work in close collaboration with the UNDP country offices and other key parties. The success of the project depends on the timely delivery of each component. The Project Manager should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP. 

UNDP BRH will have the following responsibilities: (i) Provide relevant documents; (ii) Discuss and agree on the methodologies of the assignment; and (iii) Monitor and evaluate the progress of the assignment. UNDP will hold the copyright of the assignment deliverables. The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations. 

Develop Stakeholder Engagement Plan (SEP) and implementation.

  • Develop Stakeholder Engagement Plan based on sound capacity assessments and in accordance with UNDP POPP/PPM Guidelines.
  • Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and strengthen their engagement. Make recommendations to the portfolio manager on activities with potential for scale-up, replicability and synergies.
  • Coordinate the day-to-day activities of the SEP and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of project objectives and results specified in project document.
  • Collaborate with other project teams in BRH to ensure SEP and implementation is updated with latest programming development in the region.
  • Ensure implementation activities such are recruitments (PSAs, UNVs etc.), procurements (ICs, RFPs, RFQs etc.), and programming approaches (Innovation Challenges, RPAs, LVGs etc.),  are in alignment with UNDP policy and programme management procedures and all project interventions integrate a gender transformative perspective.

Establish meaningful partnerships and collaboration opportunities in Thailand and beyond.

  • Develop and maintain strong relationships and strategic linkages specially in Thailand with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives.
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.
  • Support resource mobilization efforts and project development.

Ensure the portfolio’s smooth operations management 

  • Ensure Regional Youth Project on Leadership, Innovation and Entrepreneurship programme’s efficient workplan implementation by ensuring the efficiency of programme’s budget utilization, expenditures monitoring and tracking, budget revisions, expenditures correction, determine budget’s unitization, and ensure operational and financial closure of a project and other such necessary functions requiring regular use of Quantum;
  • Smooth development of the programme’s activities and budget planning with UNDP Country offices, and other development partners as well as projection of programme delivery;
  • Effective create Project in ERP Quantum and proceeds donor contribution through Deposit Management and Contract Management portal –in coordination with GSSU for Account Receivable (AR) to apply revenue into project account;
  • Performs revenue transfer processes to respective COs in Asia and the Pacific region through budget revision, General Ledger of Revenue, and Financial Authorization (FA) and provide inputs into periodic and ad-hoc financial reporting to COs, donors, as needed;
  • Performs a role of and Travel Processor (certifying officer) to facilitate official travel according to UNDP Rules and Regulations;
  • Timely response and well-updated to Procurement plan of the of the programme’s plans and activities
  • Support other relevant tasks as requested by Regional Youth Project Team

Contribute to the  effectiveness of project’s budget management and donor reporting focusing on achievement of the following results:

  • Efficient preparation and monitor of finance-related data and analysist to facilitate project implementation, project planning and auditor purposes including accurately provide relevant documents for donor/third-party contribution agreements for the authorized signatures
  • Preparation of Revenue Recognition by recording revenue in the Contract Management Module based on a category of agreed financial contribution agreements such as donor governments, UN agencies, private sector entities, foundations, etc.;
  • Maintenance of relevant responsibilities according to contribution agreements.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Education:
  • Advanced university degree (master’s degree or equivalent) in Public Administration, Economics, Finance, Political Science, International development, International Relations and Social Sciences, or related field is required, or
  • A first-level university degree (bachelor’s degree)in the areas mentioned above,  in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in regional /international programme/ Project  and programme management, administration, and financial management or related filed.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Experience and  knowledge of UNDP’s policies, procedures and practice including familiarity of ERP System (operational system) is an asset;
  • Experience in an international organization, UN agency or international NGO is an advantage;
  • Prior experience in engaging stakeholders through strategic partnerships and procurement approaches is an asset
  • Working experience in programmes covering Asia and the Pacific region is an asset
Required Languages:
  • Fluency in  English and Thai language skills is required (particularly on written English)
