QUALIFICATIONS

1. Early Childhood/Early Childhood Special Education Blended
Certificate or Exceptional

Child Certificate

2. Minimum experience as determined by the Board

3. Knowledge of federal and state law, administrative rules, and Board
policy governing

special education

4. Demonstrated ability to effectively assess children’s learning
characteristics and design

appropriate instructional strategies

5. Strong background in special education philosophy, program
implementation, and

evaluation

6. Strong background in the use of technology

7. Works well with students, staff, and the public

8. Excellent organizational skills

9. Excellent interpersonal and communication skills

10. Self-motivated

11. Maintain confidentiality of staff and students

PRIMARY RESPONSIBILITY TO

Director of Special Services and Superintendent

JOB SUMMARY

To assist the district in providing a special education program that is
sensitive to the needs of all

students. To effectively assess pupils’ learning characteristics and
design appropriate

instructional plans in order to enable each pupil to maximize his or her
learning potential.

MAJOR DUTIES AND RESPONSIBILITIES

Instruction and Student Services

1. Provide intervention and planning through direct consultation with
individuals and teams

concerning instruction, curriculum, assessment, modifications, and
accommodations

2. Participate on Individualized Education Plan (IEP) teams as needed

3. Assess the academic proficiency and learning characteristics of each
pupil referred to the

child study team for evaluation and interpret the findings in written
reports and informal

conferences

4. Perform all duties required as a member of the child study team by
federal and state law,

administrative rules, and Board policy

5. Coordinate individual student-related activities to meet the needs
of an individual student

being served by more than one service agency

6. Assist in coordinating contracted services such as physical therapy,
occupational therapy,

and psychological services

7. Serve as a case manager as assigned and maintain appropriate case
records

8. Participate in the ongoing assessment of academic achievement and
educational

placement of pupils requiring special education services

Special Education Program Leadership

1. Participate in the development and delivery of in-service programs
and parent seminars

related to learning disabilities and effective teaching methods

2. Ensure compliance with applicable federal and state law,
administrative rules, and Board

policy

3. Assist in completing federal and state forms related to special
services programs

4. Approve district forms and procedures for special education

5. Participate in budget planning including development and management

6. Liaising with other organizations to conduct such activities as
general planning for

transitioning students, cooperative funding, and service requests

7. Assist the director of special services and the superintendent by
providing observation,

supervision, and evaluation through classroom visits, formal
observation, supervision,

evaluation, and contact with Building Principals

8. Assist the superintendent, director of special services, and
Building Principals in the

recruitment and selection of special services personnel

9. Coordinate professional development for the special education
program through such

activities as needs identification, planning, development, and
implementation

10. Assist the director of special services and the superintendent in
the evaluation of program

integrity, with a focus on program services and individual student needs

11. Work to keep the community informed of the special education
program

Other

1. Attend meetings as required

2. Keep immediate supervisor informed of activities and concerns
related to special

education

3. Assume responsibility for his or her continuing professional growth
and development by

such efforts as attendance
