Description of Work Unit The Division of Information Technology, the central IT organization for Colorado State University-Ft. Collins, supports the land-grant heritage of the institution as well as the university’s missions of teaching and learning, research, and service. The Division of IT is responsible for delivering enterprise and campus focused IT services for the Ft. Collins campus as well as throughout the CSU-System. Areas of responsibility include Research IT, Application Development and User Support Services, Academic Technology, Cybersecurity & Privacy, Networking and Telecommunications, Infrastructure and Databases, Business Intelligence and Data Integrations, Administrative Applications, and Student Applications.

Position Summary This position works under the broad direction of the Assistant Vice President within the Experience and Collaboration Department of the Colorado State University Division of Information Technology (DoIT). DoIT provides information technology products and services to the departments, faculty, staff and students in support of the University’s primary mission of education.
This position works with University technology leaders, decision makers and DoIT staff to understand and meet campus technology needs. Specifically, this position will serve to improve license management and contract administration by impacting the selection, licensing and purchasing of software within the CSU system. This position is responsible to serve as Division of Information Technology’s liaison to the campus and system community’s effort to identify, collect, update, analyze and make licensing decisions based on the software license inventory. This position, in coordination with CSU Procurement Services, will negotiate with vendors the licenses and agreements for software, hardware, and services. In this role, the individual will collaborate with campus-level governance and the user community to insure alignment of efforts and purchases.
This position requires exceptional interpersonal skills. These skills include the ability to influence without direct authority, exceptional verbal and written communication skills and a pre-disposition to work collaboratively to achieve consensus. This position requires excellent customer service skills, attention to details and the ability to proactively follow-through without fail. Expertise in the complex technical and financial terms and conditions of software licensing and University purchasing requirements is essential.
Required Job Qualifications • Bachelor’s degree in Business or Information Technology required or a combination of education and progressively responsible work experience in related area may be substituted in lieu of degree on a year-for year basis.
• 3 years of professional experience in related technology support, procurement or software licensing role to include experience in strategic technology sourcing and experience with software licensing terms and conditions
• Demonstrated experience working with product life-cycle management, pricing models, cost-recovery management.
• Demonstrated experience with inventory controls, audits and executing annual budgets and experience setting pricing levels and managing profit/loss.
Preferred Job Qualifications • Knowledge of information technology concepts, terminology and architecture.
• Knowledge of techniques used in establishing and maintaining effective working relationships with campus users, technical staff, managers and vendors.
• Knowledge of project management techniques.
• Knowledge of the University’s information technology environment and related architectural standards.
• Knowledge of CSU-System and CSU purchasing policies and procedures.
• Knowledge of the variety of vendor programs for educational institutions and adherence to campus, CSU-System and State of Colorado policies.
• Knowledge of information technology license and agreement practices.
• Knowledge of software licensing technologies and their technical implementation impact.
• Effective negotiation skills.

Essential Duties

Job Duty Category Products and Services Analysis
Duty/Responsibility • Work with campus technology managers and project leaders, DoIT technology leaders to understand and articulate the software technology needs of university departments, faculty, staff and students and also the technology strategies, issues, products and services involved.
• Leverage existing user community groups and governance structure on campus to help facilitate and promote the support for specific software titles and types, as well as broker new or modified technology licenses or agreements for these specific software titles and types. This will require this position to have or rapidly develop a working knowledge of complex campus constituencies, communication methods on campus and the ability to create new and improved communication plans to disseminate shared knowledge and information across these user communities.
• Participate in the proactive and continuous compilation of software needs across the user communities on campus.
• Utilize an in-depth understanding of current licensing technologies and information technology implications to determine the best structure for any vendor agreement. Understand and consider factors for software such as compatibility with other installations on campus, whether to license by site, by server, by named user or by concurrent user and whether to plan distribution via network access, on media replicated by the University, or on media provided by the vendor. For hardware and software have a detailed working knowledge of DoIT and campus architectural standards. Consider strongly and promote awareness on the interrelationships with other software or hardware present in the University community.
• Present analysis of proposed agreements and alternatives to the DoIT CIO, Directors, technology managers, technologists, and campus information technology decision makers. Recommend course of action based upon best information technology solution for the campus to all parties listed above.

Job Duty Category Licensing and Agreement Development
Duty/Responsibility • Work with CSU Procurement Services to develop the selection process for each acquisition including identifying evaluation criteria. Negotiate pricing, terms and conditions with vendors and campus decision makers to secure the best deal that meets the needs of the University.
• Conduct market analysis that provides a thorough knowledge of industry trends in the hardware, software, and services market, including a working knowledge of the products and services, the financial and market standing of vendors and the relationship of the information technology products and services in a diversified campus environment.
• Manage negotiations that involve multiple vendors, interrelated technologies, and different end user groups to achieve a comprehensive solution. Ensure all appropriate members of the University community are eligible to use the programs and that each agreement is compatible with the rest of the agreements. Also include eligibility for other CSU System campuses and other State Agencies when needed.
• Develop and maintain a process to track license and contract renewal dates and other key information for the purpose of proactively renegotiating agreements as necessary.

Duty/Responsibility • Read and discuss pertinent materials to maintain awareness of the operating procedures and environment of the Division of Information Technology and CSU campus IT initiatives.

• Participate in user group community meetings and other project teams as assigned.
• Lead and participate in project development meetings, status report meetings, and all other meetings concerning software license management.
• Share knowledge with other DoIT staff and interested campus communities and provide assistance in areas of personal expertise.

Duty/Responsibility • Stay current on hardware and software advances in the industry and of predictions concerning the development of future technology.
• Attend conferences, seminars, and workshops to increase knowledge in software licensing and vendor products, and other applicable skills such as written communication, oral communication, project management, and leadership. Participate in higher education organizations and user groups such as Educause.
• Strive to improve knowledge of trends in academic and research computing.
• Participate in DoIT and campus IT user groups to increase knowledge of strategic plans, tools and techniques.
• Review University and external publications to increase understanding of University computing issues and needs, especially those pertaining to direct users.
