Senior Tobacco Control Manager – Stanislaus County, CA

JOB DESCRIPTION

The American Cancer Society Cancer Action Network (ACS CAN) is the nation”s leading cancer advocacy organization. Together with our charitable partner, the American Cancer Society, we work in Congress, state legislatures and local jurisdictions to support evidence-based policy and legislative solutions designed to eliminate cancer as a major health problem.

The Senior Tobacco Control Manager provides leadership for a three-year tobacco control grant, supervising project staff, budget and reports as well as producing grant deliverables and ensuring timelines are met. They will lead the team that ensures constituents, with a focus on AAPI constituents, and their stories will have a voice and a place in the tobacco control advocacy, public policy processes, and in ACS CAN’s advocacy work.

ESSENTIAL FUNCTIONS:

  • Leads implementation of the California tobacco prevention grant through June 2028, ensuring alignment with the scope of work, budget, interventions, evaluation, and timely reporting of deliverables. (25%)

  • Plans and oversees execution of strategic grassroots advocacy campaigns to build community capacity and support local tobacco control policies that address health disparities. (20%)

  • Supervises project staff, evaluators, sub-contractors, and interns, and supports volunteer development and community engagement activities. (15%)

  • Oversees grant evaluation processes, ensuring high-quality data collection and analysis. (10%)

  • Serves as a liaison to Orange County AAPI communities, fostering collaboration with partner organizations, lawmakers, and ACS/ACS CAN staff and volunteers. (10%)

  • Implements a communications plan tailored to diverse AAPI communities, including earned/paid media and social media outreach. (10%)

  • Supports ACS CAN policy and fundraising efforts in partnership with Government Relations and Grassroots teams, while upholding organizational policies and representing the mission effectively. (10%)

EXPERIENCE/QUALIFICATIONS

  • Bachelor’s degree-required (Public Health or Public Administration suggested)

  • Advanced degree is a plus.

  • Minimum of three years of relevant work experience with at least one year of health promotion, policy campaigns, or community organizing experience, and at least one year of supervisory and grant management experience

KNOWLEDGE, SKILLS, AND ABILITY:

  • Experience working with AAPI communities in a culturally competent manner.

  • Fluent written and verbal communication skills in [insert language(s)] is/are preferred.

  • Ability to work independently with minimum direction as well as lead a high functioning team. Demonstrated ability to work on fast-paced, time-sensitive matters with internal and external constituents.

  • Ability to establish and maintain effective working relationships with diverse individuals and communities. Effective verbal and interpersonal skills to facilitate effective communication with community members and community groups.

  • Strong writing, oral, interpersonal, and computer skills to facilitate effective reporting for grant requirements, outreach, and collaboration. Ability to complete work in a timely and efficient manner and ensure work is accurate.

  • Political campaign experience preferred.

  • Individual will need to demonstrate strong supervision and grant management skills and experience.

  • 3+ years of health promotion, policy campaigns, or community organizing experience.

  • Familiarity with MS Software, competency with Outlook, Word, and Excel.

  • Familiarity with process evaluation preferred.

TRAVEL REQUIREMENTS:

  • This position may require travel up to 50% including some weekends and overnight as public health rules in a region apply. Occasional travel to national conferences or headquarters may also be required.

  • Ability to travel by car, train, or plane as needed.

The starting rate is $XX to $XX. The final candidate”s relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, geographic location, experience, skills, specialty, and education.
