Who we are?

IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.
IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.

IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host communities through 20 healthcare facilities and other health and nutrition projects

During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management

Brief of the Role:

Overseeing, directing, coordinating, and exercising control over all procurement, warehouse and logistics activities and tasks. This includes reviewing and enhancing tools, procedures, and policies in collaboration with the Operations Director. The role involves optimizing operational efficiency and ensuring the effective management of warehousing and logistics operations

Specific Responsibilities:

Administration & Strategic Planning

  • Develop and implement strategic work plans for the supply chain department, ensuring alignment with organizational goals.
  • Oversee a team of 45 staff members in multiple units (Procurement, Logistics, and Warehousing) across Syria and Turkey.
  • Establish and execute frameworks for capacity development in collaboration with HR to enhance team performance and capabilities.
  • Foster effective communication and collaboration across departments to ensure seamless operations.

Procurement Management

  • Design and implement transparent and competitive procurement processes in compliance with donor and organizational regulations.
  • Formulate procurement plans for multiple projects, revise them periodically, and monitor their execution.
  • Conduct market surveys to maintain updated price data, ensuring cost-effective procurement strategies.
  • Develop and maintain a comprehensive supplier roster, conducting evaluations and categorizing suppliers for quality assurance.

Logistics & Fleet Management

  • Establish and oversee mechanisms for fleet management, including international and local shipments, customs clearance, and tax exemption processes.
  • Coordinate vehicle movement plans, manage transportation requests, and ensure compliance with security protocols.
  • Optimize logistics workflows to minimize delays and maximize efficiency in the supply chain.

Warehousing & Inventory Control

  • Supervise the management of 15 warehouses with a total capacity of 11,333 cubic meters, ensuring systematic stock control and tracking.
  • Develop online systems for managing inventory movement and consumption, ensuring accurate and timely reporting.
  • Implement strategies for the storage and distribution of prepositioned goods to beneficiaries.

Assets Management

  • Oversee the registration, transfer, and maintenance of assets, utilizing systematic procedures and QR-code-based tracking.
  • Conduct periodic physical inspections of assets to assess conditions and maintain updated master sheets for all locations and donors.

Policy Development & Compliance

  • Update and refine logistics policies, procedures, and standard operating procedures (SOPs) to enhance field operations and donor compatibility.
  • Ensure compliance with all regulatory frameworks and facilitate adherence to donor standards across all operations

Qualifications:

Context/Specific skills, knowledge, and experience:

  • University degree (preferably in medical fields like pharmacy or medicine).
  • Proficient in MS Office and relevant software.
  • Minimum of 5 years of experience in NGOs.
  • Stable and robust character, and team player.
  • Excellent communication skills in written and spoken English, fluent in Arabic.
  • Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles.
  • Flexible, enthusiastic, and willing to learn from others.
  • Ability to multitask and cope with competing demands under tight deadlines.
  • Ability to cope with high workload and stress.
  • Identify priority activities.
  • Knowledge of the context in Syria
  • Good standing and reputation in the community.
  • Experience of working with local partners.
