Major Responsibilities:

The Senior Project Manager, Property & Asset Management, will be responsible for implementing assignments and initiatives within the Property Management Unit of Real Estate Services.

The incumbent will report directly to the Manager, Property Management & Lease Administration, and may act as Real Estate Services representative at Community Councils, Standing Committees and meetings with community groups, citizens, elected officials and managers of other divisions and departments.

The incumbent will be an energetic, innovative, and resourceful problem solver who:

  • Manages a wide range of capital and property management projects, issues, and tenants City-Wide to ensure strong fiscal management of the City’s vast real estate portfolio of properties.

  • Initiates and conducts appropriate research, analysis, examination and evaluation of all information, leases, policy and legislation applicable to the effective execution of strategic options pursued by the unit. This work will often be of a complex nature.

  • Prepares business cases for projects and initiatives City-Wide within the jurisdiction and/or management of the Property Management Unit.

  • Consults and liaises cooperatively with tenants, staff of City agencies, boards, commissions and departments, community groups, other levels of government, and other stakeholders to manage complex projects and property management issues City-Wide.

  • Effectively coordinates projects and tasks among consultants and monitors work output.

  • Prepares Terms of Reference and Request for Proposals in accordance with the City’s policies and procedures

  • Prepares detailed and timely reports to Committees of Council, as well as work plans, critical path schedules, and briefing notes as required by the Manager

  • Develops protocols and policies for tenants and stakeholders.

  • Maintains an awareness of current trends, practices and directions in real estate development, property management, and public-private partnerships.

  • Completes all assignments and projects in a professional and timely fashion, meets all deadlines, and performs well under pressure.

  • Makes presentations to Committees of Council and/or senior management as required.

  • Assists the Manager, Property Management & Lease Administration as required, acting on behalf of and in his/her absence.

Key Qualifications:

  1. Post-secondary education in planning, real estate, public administration, architecture, property management or commerce with relevant experience, or the approved equivalent combination of education and experience; A Project Management Professional (PMP) Certification or other similar professional qualification may be considered an asset.

  2. Considerable experience managing projects of a capital and/or heritage nature or property management experience.

  3. Considerable experience conducting research, analysis, examination, and evaluation related but not limited to, leases, policies, and legislation.

  4. Strong project management skills and experience, including the ability to define and meet project purpose and objectives, undertake all project activities, define, and achieve milestones and deliverables, monitor and track progress, and communicate effectively with internal and external stakeholders.

  5. Demonstrated strong working knowledge and understanding of land and real estate management, land use planning, project management, and business planning issues, including technical, policy and intergovernmental aspects. Heritage conservation and/or stewardship experience will also be considered an asset.

  6. Highly developed analytical, problem-solving and negotiating skills.

  7. Highly developed relationship and stakeholder management skills.

  8. Ability to exercise discretion and judgment and work independently, with a high degree of initiative and creativity in problem-solving.

  9. Excellent written and oral communication, presentation and interpersonal skills, and the ability to work cooperatively with others in an interdisciplinary team.

  10. Excellent organizational skills.

  11. Lived experience as an Indigenous, Black, or any other equity-deserving person and/or considerable experience in working with equity-deserving communities.
