The Project Management Unit works in the diverse area of team leaders managing scope, schedule, budget, quality, and risk for a broad range of transportation projects. For more information about the Unit, see theProject Management Unit video (https://www.youtube.com/watch?v=q8VR3wDWaGA) .

The Project Management Unit is looking for a Senior Project Manager to lead Project Managers who oversee the day-to-day activities associated with a portfolio of centrally-managed STIP and non-STIP projects during the pre-construction phase to ensure project schedules and defined outcomes are met which includes estimating, validating, re-estimating project times and schedules.

Your duties as a Senior Project Manager include:

· Maintaining an overview of project tasks and project milestones and working with team members to expedite the completion of critical tasks to meet deadlines.

· Interacting with resources and permitting agencies.

· Reviewing NEPA and SEPA documents

· Managing Project Managers who facilitate and guide transportation projects through the project development process.

· Assisting the Team Lead in-

  • Managing the allocation and utilization of all resources, focusing resources on project delivery with the outcome of delivering projects within scope, on schedule within budget

  • Setting performance measures and goals

  • Measuring work accomplished

  • Making recommendations regarding employee performance/disciplinary issues

  • Providing instructions, guidance and coaching to team members and participating in the hiring process.

· Collaborating and coordinating with divisions, initially and during project development, on project scope, deliverables, schedule, key decisions, and other issues.

· Interacting with Division Engineers, Unit Heads, local government officials, legislative representatives, congressional delegates, advocacy groups, and the general public.

Knowledge, Skills and Abilities / Competencies

  • Experience managing and directing project management personnel, leading multi-disciplinary teams, promoting teamwork, and fostering communication with Senior Leadership, stakeholders, citizens, and among the project team members.

  • Experience in scope development, labor estimation, contract negotiation, progress report validation, invoicing approval, and providing consultant evaluations.

  • Experience in project management: scoping, developing work plans, allocating resources, assigning tasks, managing schedules, monitoring and reporting progress, managing risk, cost containment, ensuring quality, decision-making, and coordination and collaboration with internal and external stakeholders.

  • Knowledge of the overall NCDOT project delivery process, including transportation and highway engineering, techniques, practices, and procedures.

  • Knowledge of Federal and State regulations and laws and FHWA and NCDOT design policies, procedures, and guidelines.

Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
