Job Summary
The Senior Program Manager (SPM) for Malaria Molecular Surveillance (MMS) will manage a highly collaborative and complex program of work as part of a three-year grant from the Bill and Melinda Gates Foundation to strengthen capacity for and generate evidence of the use of malaria molecular surveillance in southern Africa.
The SPM will coordinate and provide oversight to activities to develop consensus and capacity around MMS, including development and organization of coordination and technical meetings, relevant trainings and a fellowship program, and oversight of a multi-country study to collect epidemiological and genomic data in southern Africa. In close collaboration with faculty leads, the SPM will administer the full range of the program’s operational requirements and regularly coordinate the efforts of a diverse team of international academic experts, regional networks and in-country partners to achieve program outcomes.
The SPM also designs, develops, and disseminates terms of reference, training materials, standard operating protocols, best practice reports, peer-reviewed manuscripts, and other communication and capacity building resources. They will be responsible for managing portfolio workplans, subcontracts, timelines, results-tracking, and deliverables, as well as project contracts and budgets.

Department Description
The Malaria Elimination Initiative (MEI) is comprised of an expert, multidisciplinary team of approximately 40 faculty and staff. Over the last thirteen years, the MEI has developed strong relationships with many national programs, regional malaria networks, global health leaders, and other leading malaria research institutions. Our team is based at one of the world’s leading health and medical research institutions, the University of California, San Francisco, with field sites in Lao PDR and Namibia and activities in more than 21 countries. The Institute for Global Health Sciences, the UCSF department in which the MEI resides, also has satellite offices in Kenya, Mozambique, Tanzania, and Uganda, with plans for expansion in South Africa. Additionally, UCSF has more than 600 investigators working in over 190 countries, on projects spanning the fields of policy, epidemiology, behavioral science, diagnostics and drug development, clinical trials and bench science.
The MEI works at the sub-national, national, regional, and global levels, and provides in-depth support throughout Asia Pacific and southern Africa, as well as selected countries in the Caribbean and Latin America. The MEI has a proven track record of developing evidence-based solutions through productive partnerships.
Going forward, the MEI is committed to the evolution of a network model, whereby localized partner organizations, regional consultants, and research institutions have the capacity to implement much of the MEI’s work. The MEI is working towards the development of a network of collaborating institutions, evolving from its current model of a California-based team with a few satellite offices.

Required Qualifications
- Doctorate in related area and / or equivalent experience training.
- 5+ years directly relevant experience.
- Note: You’ll be considered if you obtain BA/BS in a related area + 10 years of related work exp; With MA/MS in a related area + 8 years of related work exp , ETC
- Academic background and experience in selected area of research.
- Advanced knowledge of administrative, budgetary, human resources and financial principles and practices.
- Advanced oral and written communication skills.
- Advanced ability to think creatively and independently on concepts requiring advanced analytical, relational, and diplomatic skills.
- Advanced interpersonal skills and ability to work with diverse groups to achieve results.
- Advanced ability to work collaboratively with internal and external peers, managers and partners from different backgrounds
- Advanced project and program management, coordination, and organizational skills.
- Ability to work independently in a fast paced, remote work environment across time zones
Preferred Qualifications
- Highly skilled fundraising experience.
- Academic and/or programmatic background and experience in malaria surveillance and/or molecular surveillance of disease.
- Proficiency in a language other than English in a work context (e.g. French, Spanish, Portuguese).
- Proficiency in qualitative data collection, analysis, and interpretation.
