The Financial Systems Transformation Program is a multi-year financial transformation initiative, enabled by modern technologies that will meet current and future business needs. This includes standardizing finance processes and oversight, internal control, reporting and compliance activities as well as modernizing our finance service operating model, and streamlining the underlying financial platform to ensure consistent access to timely financial information in an efficient and effective system.

TheSeniorFinancialAnalyst,CorporateFinanceisresponsiblefortheresearch,analysis,preparation,review,implementationandmonitoringofcorporatestrategy,businessprocessandpolicyinitiatives relatedtofinancialcontrols,internalcontrolsandriskmanagement.TheSeniorFinancial Analystwill alsoprovideadviceonfinancialcontrollershipandaccountabilityframeworks.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specificrequirements.

  • Manages, leads and/or supports assigned projects, supervises, motivates and trains assigned staff ensuring effective teamwork and communication, high standards of work quality, organizational performance, continuous learning and encourages innovation.

  • Conducts research and financial analysis in support of corporate policy, including review of technical and general reports, review of applicable legislation and regulations, development of numerical and quantitative models, analysis of statistical data, development of projections, and design and analysis of questionnaires and surveys to compile empirical data.

  • Ensures that the project expenditures are controlled and maintained within approved budgetlimitations.

  • Reviews, analyzes and reports on Provincial and Federal statutes, bills and regulations that affect the city’s programs, policies or initiatives. Consults with other orders of government during the process of developing legislation/regulations.

  • Monitors emerging issues, researches and evaluates leading industry practices and adopts continuous improvement practices.

  • Advises client Divisions, agencies and Corporations in the development of financial, internal control and risk management strategies, policies recommending strategic and policy positions forapproval.

  • Drafts and documents corporate financial policies, standards or guidelines to manage key financial risk.

  • Fosters awareness of City’s financial policies and procedures for providing on-going advice/consultation to divisions.

  • Develops or supports the development of communication and training plans for new financialpolicies.

  • Supports the corporate procurement process bydeveloping RFP’s in addition toproviding advice, and reviews reports involving contract awards.

  • Supports, participates in and/or conducts negotiations regarding financialagreements.

  • Reviews and reports on operational policies, business processes, financial results, business plans, and risk management strategies for various divisions or corporate entities.

  • Engages, directs and reviews the work of external consultants and other advisors on a projectbasis.

  • Leads or supports complex transformational projects and City wide initiatives representing and coordinating finance interests to enhance programs and services, technology, internal control and risk management.

  • Supports, provides advice, or financial expertise and drafts recommendations or briefing material to senior management and leadership teams, including developing strategies and recommendations for financial transformation.

  • Drafts and/or recommends communication or change management response to financially significant activities and announcements for senior management.

  • Produces reports, briefing notes, graphics, audio-visual presentations, summaries and other printed material (pamphlets, brochures) forsenior management,staff, Council, Committees, to explain and describe issues or to support recommendations.

  • Lead and/or supports cross-departmental teams in development and application of corporate policies; identification of a range of options for operations, policies, information systems and management practices; assessment of the financial implications and viability of each options and recommends changes to support management priorities.

Key Qualifications:

  1. Post-secondary education or training in a discipline pertinent to the job function (e.g. Accounting, finance, business administration), including a professional designation (e.g. CPA, CIA) or the equivalent combination of education and experience.

  2. Considerable expertise in overseeing assigned projects, conducting thorough operational or business process reviews, and spearheading transformative change management endeavors within substantial public or private sector organizations.

  3. Considerable experience inimplementing SAP Finance and other modules through enterprise transformation projects

  4. Considerable experience in applying accounting principles and best practices towards effective financial analysis and reporting, budget development, process and control techniques within a large private or public sector organization.

  5. Considerable technical expertise in SAP and other financial systems, coupled with experience in managing Request for Proposals (RFPs) and procurement processes.

  6. Expertise writing reports, briefings, presentations and policy papers for senior management and providing strategic advice and recommendations on sensitive issues.

  7. Proficient in the use of Microsoft Office Applications (MS Word, Excel, PowerPoint,Access).

  8. Strong interpersonal skills and the ability to develop and maintain working relationships at all organizational levels including intergovernmental and/or stakeholder relations.

  9. Highly developed communications skills, both verbal and written, and the ability to communicate effectively at all organizational levels.

  10. Excellent research, analytical, problem-solving, conflict resolution and strategic thinking skills. Ability to conceptualize information, develop options and recommend solutions to support decision making.

  11. Ability to handle multiple tasks under pressure and to produce results within tighttimeframes.

  12. Sound judgement and ability to handle matters of a sensitivenature.

  13. Familiarity with Government legislation in the area of Occupational Health and Safety as well as other relevant legislation (e.g. Municipal Act, Assessment Act, Planning Act, Development Charges Act, etc.) and City policies.
