Position Overview:

The University Electrical Safety Inspector has sole responsibility and works independently, to for conducting inspections and ensuring electrical quality assurance/control of construction, maintenance and repairs using approved architectural/engineering drawings of buildings and structures under the jurisdiction of the Division of Industrial Compliance (DIC) to ensure compliance with building codes including but not limited to NFPA 70, 70E, &101, regulations, ordinances, and statutes.  Projects vary between academic, research, athletic, food service, health sciences, regional campuses and medical facilities.

Summary of Job Duties – DIC Annual Approval/Quarterly Approval Processes

Sole responsibility on the University’s behalf to perform electrical safety inspections on projects that qualify for inspections not requiring sealed plans and any Ohio State University projects that fall under DIC’s quarterly inspection approval program.

As part of DIC’s Annual Approval process, inspects construction work performed and ensures that the methods, techniques, and materials used are in accordance with approved plans submitted and relevant codes, requirements, and ordinances, prepares inspection reports and maintains approved plans, applicable logs, records and files concerning inspections, prepares reporting  sheets that include permit numbers, project locations and resolutions and dispositions of inspections conducted.

Independently coordinates hundreds of in-person or video and/or photographic documentation on observed correction items and/or violations, downloads videos and/or photographs into shared files with The Ohio State University and DIC. 

Coordinates approvals to initiate action for the issuance of use and occupancy certificates after electrical inspections have been approved by appropriate inspection personnel.  Back up documentation and reporting will be provided and follow DIC’s processes so that periodic audits can be performed.

Summary of General Job Duties:

Provides quality assurance/control audits on all university, including regional campuses, existing buildings and related structures to ensure that construction, alterations, and occupancy are maintained and operated in accordance with previous approvals, governing codes, requirements, and relevant ordinances regarding electrical installations. 

Verifies the maintenance and operation of safety features such as, but not limited to, alarm systems, fire suppression systems, emergency lighting, exit signs, and others for conformance and compliance to ensure maximum degree of safety for occupants, users, and the public.

Audit any university buildings, appurtenances, and related electrical equipment for structural damages, hazardous conditions, and malfunctioning components to eliminate or minimize danger to occupants, users, and the public. 

To ensure high levels of quality assurance/control, this position checks electrical construction, construction work-in progress, repairs, and maintenance work to ensure that proper electrical permits were approved and issued.

Research drawings and project specifications to verify code compliance. 

Completes QA/QC review, construction observation (preventative prior to inspection), could be integrated into FOD OPS rounding or ESS Safety Inspections for the University and to the department.  Educates and advises staff on the best use of inspections not requiring sealed plans, quarterly inspections and other means of inspections in conjunction with DIC.

Consults with university staff, operations, project managers, architects, contractors, etc., makes recommendations and offers assistance or advice for alleviation of problems. 

Coordinates inspections with the DIC, SFM, and other inspectors, consults on a regular basis with colleagues within DIC and SFM and uses all resources that DIC offers such as video inspections if additional expertise is needed.  Will work with DIC to prioritize OSU project inspections. 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Candidate will be required to attend and maintain Electrical Safety Inspector certification thru Board of Building Standards.
  • Bachelors Degree or equivalent combination
  • Minimum of (8-12) years of related architectural, engineering, electrical trades, general construction, or electrical inspection experience.
  • Knowledge of construction industry terms/methods/construction documents.
  • Knowledge of building codes/regulations/ordinances applied by the division.
  • Effective communication skills.
  • Ability to analyze/interpret highly technical documents.
  • Must obtain and demonstrate understanding of enabling legislation of the division.  Must also become familiar with records, files, and documents of the department and DIC.
  • Knowledge of:  Public safety, Electrical practices and procedures, Ohio Building Codes and Statues, National Electric Code (NFPA 70), National Electrical Safety Code (NESC), Life Safety Code (NFPA 101),  Agency policies and procedures, Building and Construction, Customer service.
  • Skills in:  Critical thinking, complex problem solving, judgement and decision making, quality control analysis, problem sensitivity and deductive reasoning.

Additional Information:

The Targeted Hiring Range for this position is $79,000-$105,000
