It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, efficient management of financial resources, data and information, as well as outreach and reporting.The Finance and Information Management Section (TCFIMS) is responsible for the development, standardization and consistent application of implementation tools, processes and agreements; for the efficient use of programme funds through budgeting and financial monitoring; for providing supporting information, data and statistics; and for the development and enhancement of information technology support systems including communication systems.Main PurposeThe Section Head is responsible for the development and enhancement of systems and implementation tools supporting the management of the TC programme, including efficient management of financial resources and the provision of supporting information and data.RoleThe Section Head is 1) a coordinator and team leader ensuring the development and efficient management of TC programme support systems; 2) an adviser and provider of data and information to senior management on TC programme implementation and finances; 3) an expert providing authoritative interpretation of TC programme policies and procedures and on implementation issues; 4) a leader and manager, providing guidance and managerial support to the team, and planning resources with a view to achieving efficient and effective results.Functions / Key Results Expected– Lead and guide the development and implementation of TC programme management and support systems including the setting, standardization and/or continuous improvement of work standards, processes and procedures in line with quality management standards based on feedback from stakeholders and analysis of relevant data.
– Lead and guide the development and consistent application of approaches, tools and standards for programme implementation; coordinate and advise programme managers on policy, procedural, and operational implementation issues and ensure the consistent and efficient application of related tools and standards.
– Oversee the integration into manuals and guidelines of knowledge management products related to programme policies and procedures, financial management and implementation procedures.
– Coordinate and advise TC programme managers on the allocation of financial resources in order to optimize programme resources and delivery and advise TC senior management on risks and opportunities in respect of financial management of the programme; set the financial parameters of the TCF.
– Coordinate and facilitate the acceptance of extra-budgetary, including in-kind, contributions in accordance with Agency rules.
– Monitor TCF awards and TCP operational indicators.
– Ensure the delivery of quality data, statistics and related analyses and information for formal and ad hoc reporting to governing bodies, senior management and other internal and external stakeholders.

  • Advanced university degree in related areas. First level university degree plus two years of relevant work experience may be considered in lieu of the Advance university degree.
  • Minimum 10 years of experience in the management of programmes, including monitoring and evaluation, and experience in results-based management (RBM), quality management and in the setting of financial parameters.
  • Proven experience in managing teams and large projects, notably building, leading and developing cohesive teams, determining clear goals, roles and responsibilities as well as providing feedback on performance and encouraging staff development.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
