Key Responsibilities and Deliverables

1. Environmental and Social Safeguarding (ESS) & Accountability

• Risk Management: Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.
• Sensitization & Orientation: Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.
• Protection Awareness: Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.
• Accountability to Affected Populations (AAP): Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.
• Incident Reporting: Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.

2. Textbook (academic, remedial, reading stories) Distribution Verification

• Field Verification: Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.
• Discrepancy Reporting: Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1]

3. Reading[RS2] and Remedial Program Monitoring

• Classroom Observations: Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.
• Qualitative Feedback: Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.

4. Data Collection, Reporting, and Documentation

• Digital Data Collection: Utilize mobile data collection tools – KOBOToolbox – to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.
• Informed Consent & Media: Identify and document project field photos. Written or recorded Informed Consent must be explicitly obtained from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.

Data Protection, Privacy, and Confidentiality

• Protection of Personally Identifiable Information (PII): The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.
• Confidentiality of Child Data: In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children’s full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.
• Data Sharing Restraints: The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.
• Secure Communications: Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). When transmitting sensitive field notes or data files to the project team, approved, secure organizational protocols must be utilized.
• Breach Reporting: The enumerator must immediately report any suspected or actual data breaches (e.g., lost phone/tablet containing KoBo forms, stolen physical logs, or unauthorized access to participant lists) to the project manager within 24 hours.

Competencies and Essential Requirements

• Residency: Must be a resident of, and physically present in, the specific target area/district.
• Education: Preferred University Degree (Social Sciences, or a related field) or High school graduate.
• Technical Skills: Practical experience using KOBOToolbox or similar platforms is highly desirable.
• Contextual Knowledge: Strong understanding of the community dynamics, and security context.
• Mobility: Must possess the ability to facilitate travel across remote target sites.
• Soft Skills: Strong organizational, time management, and interpersonal communication skills. Ability to work independently with minimal supervision in remote field environments.

• الإبلاغ عن الحوادث: توثيق والإبلاغ الفوري عن أي حوادث ميدانية أو مخاوف تتعلق بالحماية.

2. التحقق من توزيع الكتب المدرسية

• التحقق الميداني: التأكد ميدانياً من استلام المدارس للكميات الصحيحة من الكتب.
• متابعة التوزيع: التأكد من توزيع الكتب على الطلاب بشكل عادل ومنظم.
• الإبلاغ عن الفروقات: توثيق أي نواقص أو مشاكل في سلسلة التوريد.

3. متابعة برنامج القراءة و التعليم التعويضي

• مراقبة الصفوف: متابعة دروس القراءة وتقييم تقدم الطلاب باستخدام النماذج المعتمدة.
• قياس التفاعل: تقييم مشاركة الطلاب وانخراطهم في الأنشطة.
• التغذية الراجعة: إجراء نقاشات جماعية مع أولياء الأمور والمعلمين والأطفال لقياس أثر البرنامج. جمع التغذية الراجعة النوعية من موظفي المدارس وأفراد المجتمع ومجالس الآباء والأمهات والطلاب حول التحديات ومجالات التحسين.

4. جمع البيانات والتقارير والتوثيق

جمع البيانات الرقمية:

استخدام أدوات جمع البيانات عبر الأجهزة المحمولة، مثل KoBoToolbox، لتنفيذ الزيارات وعمليات التحقق الميداني وإدخال بيانات المتابعة والمراقبة بشكل فوري وفي الوقت الحقيقي. ويجب التأكد من رفع جميع البيانات التي يتم جمعها عبر الأجهزة المحمولة دون تأخير، وحذفها من التخزين المحلي وفقاً لبروتوكولات أمن وحماية البيانات المعتمدة في المشروع.

الموافقة المستنيرة والتوثيق الإعلامي:

حديد وتوثيق الصور الميدانية الخاصة بالمشروع. ويجب الحصول بشكل واضح وصريح على موافقة مستنيرة خطية أو مسجلة من المشاركين (مع توقيع أولياء الأمور أو الأوصياء القانونيين في حالة الأطفال) قبل التقاط أي صور أو قصص أو مواد تعريفية يمكن أن تكشف عن هوية الأشخاص، وذلك مع الالتزام الصارم بإرشادات وسياسات الاتصال والتواصل المعتمدة لدى المنظمة.

5. حماية البيانات والخصوصية

• حماية البيانات الشخصية: الحفاظ على سرية معلومات المستفيدين وعدم الاحتفاظ بها على الأجهزة الشخصية لفترة طويلة.
• سرية بيانات الأطفال: عدم مشاركة بيانات الأطفال أو ربطها بالتقارير العامة.
• قيود مشاركة البيانات: منع مشاركة البيانات مع أي طرف خارجي دون إذن رسمي.
• الاتصالات الآمنة: عدم مشاركة البيانات الحساسة عبر وسائل غير مشفرة.
• الإبلاغ عن الاختراقات: إبلاغ الإدارة خلال 24 ساعة في حال حدوث أي خرق أمني.

المؤهلات والمتطلبات الأساسية

 الإقامة: يجب أن يكون المتقدم مقيماً ومتواجداً بشكل فعلي في المنطقة أو المديرية المستهدفة.

 المؤهل العلمي: يُفضل أن يكون المتقدم حاصلاً على درجة جامعية في العلوم الاجتماعية أو أي تخصص ذي صلة، أو أن يكون خريج ثانوية عامة.

 المهارات الفنية: يُعدّ امتلاك خبرة عملية في استخدام منصة KoBoToolbox أو أي منصات مماثلة لجمع البيانات ميزة إضافية مرغوبة.

 المعرفة بالسياق المحلي: فهم جيد لديناميكيات المجتمع المحلي والسياق الأمني في المنطقة المستهدفة.

 التنقل والحركة: يجب أن يمتلك المتقدم القدرة على التنقل إلى المواقع المستهدفة، بما في ذلك المناطق النائية.
