Administrative Analyst/Specialist Non – Exempt

RESPONSIBILITIES & DUTIES:

Serves as a representative to the National Park Service, other partner agencies and organizations, universities and schools, and the general public. Coordinates the use and upkeep of facilities and equipment, conducts programming, and provides logistical support for research station guests in a remote setting. Serves as a contact for those visiting the station and is responsible for providing orientation, facilitating station activities, and ensuring visitor safety. Operates in compliance with all operating procedures and protocols as well as federal regulations within Channel Islands National Park.

Trip Administration – Responsible for coordinating research station visitation applications and all levels of administration therein: managing facility use agreements, certificates of insurance, boat reservations, database of research station use, invoicing, payment receipt, etc.

Facilities – Responsible for monitoring and ensuring good operating conditions at bunkhouse, residence, and other facilities at the research station. Maintains island equipment. Responsible for day-to-day operations in the absence of the Research Station Director or Research Station Specialist. Notifies the Research Station Director, National Park Service and/or Facilities Services when repairs are required.

Coordination and Communication – Coordinates and works with individuals at all levels within the university and cooperating agencies. These interactions include attending and/or conducting meetings; establishing and maintaining relationships with cooperating agencies; supporting station visitors in their research and educational activities; and communicating the mission and procedures of the station.

Logistics – Plans and coordinates logistical support for station visitors including scheduling of facilities, delivery of supplies, and transportation arrangements. Ensures that protocols are adhered to when materials are being loaded or unloaded on the island.

Day-to-day operations – Assists with a range of functions necessary to effectively operate the research station. This includes planning and coordinating the delivery of supplies and services; coordinating schedules for volunteers, researchers, and educational groups; monitoring and maintaining research station databases, and working with vendors, NPS personnel, CI staff and others in support of the station’s operation.

Safety – Responsible for ensuring the safe operation of the research station according to established protocols and procedures. Specific responsibilities include communicating with station visitors about appropriate use of facilities; training guests when use of equipment is required; educating visitors about unique risks associated with activities on Santa Rosa Island; assisting with the implementation of policies, procedures, and training protocols; and ensuring that station policies and procedures are followed. Provides first response or point of contact in emergency situations.

Information and Education – Provides relevant information to visitors concerning the natural and cultural history of the Channel Islands. Inform visiting groups of the mission of the National Park Service and their responsibilities as visitors. Works to support education and outreach programming to all research station audiences

Assists with other related duties as required in support of the general operation of the research station.

Qualifications
A bachelor’s degree in a field science related to the scope of research station operations (including but not limited to archaeology, biology, environmental science, geology) is required. Must have experience working in a field setting involving research or service activities equivalent to those planned for the research station and ideally have 4WD driving experience or the willingness to learn those skills. Given the unique cultural resources on Santa Rosa Island, must have a general understanding of principles and practices related to the handling of cultural resources. Advanced first aid or Emergency Medical Technician certification is desirable.

Must have a demonstrated ability to independently perform day-to-day activities under general supervision. Strong organization, communication, and problem-solving skills are critical for this position, along with demonstrated maturity, accountability, and sound judgement. Demonstrated ability to effectively plan and manage logistics for multiple groups of people simultaneously and effective collaboration with a diverse group of faculty, staff, community and agency partners. Ability to lift 40 pounds and hike extended distances in support of field activities. Basic maintenance skills for systems found at the station is required. Ability to independently handle multiple projects and apply a wide range of policies and procedures. Assignments are varied and complex with longer work cycles, administrative support projects often involve coordinating, prioritizing, and monitoring through their completion with accountability for end results and work performed by others. Must be prepared to live in university provided facilities on Santa Rosa Island as needed to support program activities at the research station.

Fully functional knowledge of and skills in standard office procedures and practices, as well as an ability to understand and operate in a variety of organizational structures. Demonstrated ability to use and quickly learn new office support technology systems and software packages and ability to draft and compose correspondence and standard reports. Demonstrated experience in all technical aspects of work assignments and ability to independently handle multiple work unit priorities and projects. Demonstrated ability in maintaining facilities, operations, and supervision in a remote field environment. Demonstrated ability to communicate at an effective and professional level, both written and orally. Flexibility with regards to work schedule and hours.
