Job Summary
Reporting to the School of Nursing’s Grants Manager, the Research Finance Analyst is a member of a team of research analysts supporting the research portfolio of the School of Nursing faculty in four academic departments and an Organized Research Unit (ORU). Collectively, the team manages a portfolio of 170+ awards totaling approximately $22M of sponsored and intramural awards for approximately 80 PI’s/faculty. The Research Finance Analyst is expected to manage a portfolio of about 25 grants for 10 to 15 PI’s.
Key Responsibilities:
- Organizes, plans, establishes and monitors fiscal budget control of contracts and grants administration, gifts, endowments, and privately funded projects for faculty research programs
- Independently gathers information as needed to perform financial analysis.
- Clarifies Agency financial reporting policies and procedures.
- Collects and reports financial and key project personnel data required by NIH agencies.
- Determines funding resources needed to support duration of project activities.
- Recommends adjustments to budget and spending patterns to ensure compliance with agency terms and conditions.
- Ensures funds are spent in accordance with the terms and conditions outlined by grantor/sponsor, and with University policy.
- Ensures compliance with all external agency requirements such as in financial reporting, and accurate and timely submission of all required forms to agencies.
- Supports campus Contracts & Grants Accounting (CGA) office to timely invoice grantors.
- Manages grant personnel effort distributions and budgets.
- Supports the entire life-cycle of an award including re-budgeting strategies to meet the goals of the award and efficiently and appropriate reallocate resources.
- Works closely with Research Management Services and Government and Business Contract offices to establish subcontracts, consultant and contractor agreements, and act as liaison with the grant’s prime or subcontracting institutions.
- Support faculty through proposal initiatives that are not under the purview of the campus Research Management Services (RMS) unit.
- Provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements.
- Coordinates and implements budget allocations, conceives of and maintains chart of accounts or other data management tools, and related business processes. Prepares journal entries, maintains and reconciles ledger accounts. Participates in gathering data from the general ledger for the collection of information for UBIT, preparing summary schedules, and either answering questions from departments or coordinating getting answers.
- Coordinates with School and departments’ HR staff on salaries and effort and prepared payroll expense transfers and funding entries in the University’s payroll and personnel system.
- Prepares and provides monthly award projection reports to communicate to PI the financial status of the award.
- Prepares award projections and enter budgets and forecasts into campus budget planning tool.
- Coordinates with PI’s, fiscal assistants and CGA on award activity to accrue for final financial reports and closeouts.
- Prepares and submits accurate and timely no-cost extensions (NCE).
- Assists in support of audit as directed by senior staff.
- Review grant’s financial activity to anticipate risk areas and initiate appropriate actions.
- Gather data for fiscal audits from internal and external audit groups, and ensure controls are maintained in compliance with established protocols and procedures
Department Description
UCSF’s Temporary Employment Program (TEP) recruits and hires temporary employees for immediate clerical and technical support services to UCSF Departments and various off-campus locations. UCSF departments deploy temporary employees to work on special projects, fill in for regular employees who are on vacation or leave, or to temporarily fill a vacant position during recruitment. Frequently temporary employees become successful candidates for career and limited appointment positions.
Required Qualifications
- Bachelor’s degree in related area and 3+ years of related experience / or equivalent experience / training.
- Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
- Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
- Ability to manage significant volume of transactions.
- Ability to perform complex financial analysis and customized reporting.
- Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
- Ability to maintain independent judgment; strong organization and communication skills; and a
- customer service focus across broad and diverse subject areas.
- Maintains current knowledge of compliance regulations in all areas of research administration.
- Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
- Demonstrated knowledge of effective grant funding processes, procedures and techniques
- Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsors guidelines.
- Strong organization and communication skills.
- Working knowledge of NIH requirements, forms, reports, and processes.
Preferred Qualifications
- Working knowledge of UCSF research administration, including systems and tools and processes. (MyReports, UCPath, UPlan, RAS, CACTAS, eProposal, PeopleSoft Financials, Award Verification, GL Verification)
- Knowledge of UCSF HR administration guidelines and process for Academic and staff positions, including payroll and one-time compensation.
