The Opportunity

This position would support the Director and Associate Director with compliance, reporting, managing the office’s contract and purchasing templates and checklists, and reviewing complex contracts (exclusive contracts and contracts that resulted from the bid process).

Position responsibilities include, but are not limited to the following:

  • Conduct regular audits of buyers’ and contract specialists’ work to make sure the purchase orders and contracts are complying with the office’s checklists. Manage monthly KPIs (key performance indicators) and report those KPIs to the Director.
  • Mange and update the purchasing and contract templates and revise as necessary based on university policy and state statutes.
  • Manage and revise the purchasing and contract checklists as necessary to make sure they reflect the most current university policies and state statute requirements
  • Review RFP and RFQ-S drafts prior to publication to ensure all requirements are included and articulated clearly.
  • Reporting:
  • Quarterly Fiscal Review reporting for the Tennessee General Assemble
  • Monthly procurement data reporting
  • Quarterly TSSBA (Tennessee State School Bond Authority) reporting
  • Contract Review:
  • Review contracts that contain exclusivity clauses
  • Manage the exclusive contracts database and send it out quarterly to key stakeholders
  • Review contracts that result from the bid process (buyer-entered contracts)
  • The Reporting & Compliance Manager

    Qualifications

     

    Key Areas of Responsibility

    Required Education & Qualifications:
    The successful candidate will possess a bachelor’s degree and 5 years of experience reviewing complex contracts for a higher education institution with 3 years of experience in higher education procurement working on complex bids (requests for proposals).  The successful candidate will have knowledge in contract drafting, best practices of technical writing and procurement/purchasing.  The candidate will need intermediate to advanced MS Word and Excel skills, general public speaking skills and intermediate computer/technology skills.    Additionally, the candidate will interact with a diverse population in a professional manner; make ethical decisions; interpret laws and policies; and make critical decisions quickly and accurately.

    Preferred Qualifications

    • The preferred candidate will have a Master’s Degree in Law, English (technical writing) or Business
    • Five or more years of experience in a professional, high-pressure and fast past environment
    • Experience in project management and Lean Six Sigma
    • Have data analysis skills
