With this consultancy, the individual will be expected to develop tools and resources that will have an impact on how CBPF HFU staff and partners understand and implement the United Nation’s Zero tolerance policy on PSEA. The following results/deliverables are expected: (i) best practices on PSEA donor notifications, (ii) proposed practices for CBPF funding of PSEA, (iii) feedback on OCHA’s PSEA SOP, (iv) training module for implementing partners, (v) PSEA templates and checklists for HFU staff.Work LocationRemoteExpected duration01-06-24 to 31-10-24Duties and ResponsibilitiesThe 2022 Global Guidelines for CBPFs set out ambitious provisions to equip OCHA with the tools it needs to uphold the UN PSEA standards vis-à-vis its implementing partners. Operationalizing such provisions will require extensive work. This consultancy will primarily focus on assisting with the rollout of the enhanced PSEA provisions for CBPFs, as outlined in the revised 2022 CBPF Global Guidelines. This will include ensuring that CBPF Humanitarian Financing Units (HFUs) in the field have the tools and resources to implement the requirements, promoting understanding of such requirements and procedures amongst CBPF existing and prospective partners. Under the supervision of the Head of the Oversight and Compliance Unit (OCU), the consultant will have the following duties and responsibilities: 1. Advise on best practices for donor notifications regarding PSEA. 2. Analyze and propose best practices for the Country-based Pooled Funds in funding PSEA activities. 3. Review and provide subject-level matter expertise in the revision of OCHA’s standard operating procedures in the prevention of and response to sexual exploitation and abuse by personnel of non-UN implementing partners of Country-based Pooled Funds. 4. Tailor PSEA training modules for Country-based Pooled Funds implementing partners. 5. Provide PSEA expertise and guidance in the development of PSEA toolkits.Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree. At least seven years of working with the UN system or any similar organization providing specialized or technical knowledge in the prevention and management of PSEA is required. Experience in creating capacity building tools and resources on PSEA is required. Publications in the field of PSEA is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English is required.
