Protection Senior Analyst, Afghanistan Analysis

ACAPS is seeking a Senior Analyst with protection expertise for its Afghanistan Analysis Hub to lead the ACAPS analysis process and provide strategic technical advice and support to the Protection Cluster in Afghanistan. Experience working in a similar position within the Afghanistan context is a big asset.

Afghanistan Analysis Hub

In 2022, ACAPS established an Afghanistan Analysis Hub (AAH) focused on developing needs-based analytical products to support programme and project decision-making for humanitarian actors in Afghanistan, strengthening the capacity of stakeholder organisations and addressing information fatigue by producing and publishing concise and accessible analytical products. The AAH seeks to produce timely, in-depth analyses of the specific humanitarian challenges in Afghanistan. These analyses will cover critical areas such as protection issues, climate-related risks, and anticipatory analysis, providing a solid foundation for informed decision-making among humanitarian actors.

From January 2024, the AAH has added an additional focus on provided targeted technical support to the Protection Cluster in Afghanistan. Central to ACAPS AAH’s efforts is the provision of technical assistance, monitoring, and capacity strengthening to the protection cluster, helping to develop evidence-based recommendations for protection strategies. Additionally, AAH organizes specialized training sessions for national humanitarian workers, focusing on protection risks, risk analysis, and climate-related challenges. These efforts aim to enhance the analytical skills of local actors, empowering them to address complex humanitarian issues more effectively.

The AAH is comprised of one Team Leader, one Senior Analyst with a protection background, one Information Analyst, and draws on support from a range of specialised consultant advisors.

Responsibilities

General Position Summary

Under the direct supervision of the Afghanistan Analysis Hub Team Leader, the Senior Analyst’s primary role is to A) lead the ACAPS analysis process and B) provide strategic technical advice and support to the Protection Cluster in Afghanistan, particularly as relates to protection analysis and monitoring.

The Senior Analyst supervises the planning, production, and quality of the ACAPS analytical products or outputs produced by the project. They also contribute to this production by writing and delivering analysis and contributing to the development and improvement of ACAPS methodologies. The Post holder leads on-the-job training for the analysts of the project and supports the Team Leader with networking, partnerships, and fundraising efforts. The Senior Analyst also leads on agreeing the areas of strategic and technical support from the AAH to the Protection Cluster and overseeing high quality delivery of that support.

Essential Job Responsibilities

Analysis production and quality assurance (30%)

  • Ensure effective processes of planning, production, and timely delivery of analytical reports, including coordination of resources (analysts, external consultants, editors etc) and collaboration between different parts of the team.
  • Lead the organisation and ensure high quality delivery of a range of data collection methodologies from focus group discussions, key informant interviews, to Joint Analysis Meetings.
  • Review assessments, reports and information products on Afghanistan to understand the information landscape and current gaps.
  • Ensure mechanisms to gather and analyze feedback on the impact of produced analysis.
  • Ensure high methodological standards and high quality of analysis.
  • Design, develop, and produce high quality and relevant analytical reports.

Strategic and Technical Support to the Afghanistan Protection Cluster (30%)

  • Provide strategic technical guidance and support to the Protection Cluster in an advisory capacity, focusing on high-level guidance. Areas of focus will include protection needs assessments, protection analysis, protection monitoring and other relevant analysis and data collection-related areas.
  • Attend on-line protection cluster meetings and other relevant forums.

Training and Capacity Sharing (20%)

  • Lead the organisation of, in collaboration with ACAPS consultants, and ensure delivery of specialised online training sessions for national humanitarian workers focusing on protection risks, and risk analysis.

Line Management (10%)

  • Line Manage the Information Analyst and, as needed, ACAPS consultants. This includes, supervising them in their responsibilities (i.e. project plans, including timelines, milestones and deliverables)
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Partnerships and Networking (10%)

  • Develop and maintain a list/informal network of key interlocutors for information.
  • Represent ACAPS at key cluster and working group meetings to provide input and promote ACAPS products.
  • Provide technical analytical support to local and international humanitarian actors, for instance on scenario building exercises or data analysis.
  • Support the Team Leader in donor engagement, e.g., input to concept notes and presentations to donors.
  • Conduct dissemination sessions and briefings of analytical products for relevant stakeholders, ensuring effective communication of findings and recommendations.

Perform other duties in the organisation as appropriate, including but not limited to:

  • On occasion be available to review reports outside of regular working hours.

Qualifications

Professional Competencies

  • Relevant Masters degree preferably in humanitarian action, social sciences, international relations, public health, epidemiology or similar.
  • Prior professional experience in the humanitarian sector, including in research, analysis, information management, advocacy, or other relevant experience.
  • Deep and relevant knowledge and experience working in protection, protection coordination, and gender, including protection analysis and monitoring principles, standards, methodologies and tools.
  • Excellent knowledge of Afghanistan politics, economics, and history.
  • Management experience. Experience in management of complex projects is of particular relevance.
  • Demonstrated analytical skills and written clarity, including ability to analyse complex concepts and synthetize information.
  • Demonstrated experience in designing and conducting analysis in humanitarian contexts. Experience in coping mechanisms and adoptive strategies analysis is a plus.
  • Training and proven understanding/application of quantitative and qualitative research and analysis methods (mixed and multi).
  • Proven experience working with civil society and local partners.
  • Fluent written and oral communication skills in English.
  • Excellent working knowledge of Microsoft Office suite particularly Excel.
  • Familiarity with data analysis and processing software.

  • Large professional networks in the protection sector and /or within Afghanistan.
  • Previous experience in ACAPS.
