JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for a Proposal Specialist to join our Business Services Office at the Applied Research Laboratory (ARL) at Penn State University.  ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). 

You will:

  • Analyze, review, prepare, and process proposals and budgets; including, but not limited to, firm fixed price, cost plus fixed fee, and time and materials  to various federal agencies and industrial sponsors

  • Provide improvements in reviewing, analyzing, and processing proposal requirements

  • Assist your supervisor in maintaining the Proposal Office web site

  • Contribute ideas to functional development and implementation of automated electronic web-based proposal processes; including system requirement development and system testing

  • Assist with the coordination of individual proposal and proposal system audits with DCAA

This position can be filled as a level 2 or 3, depending on your education and experience. Typical requirements include a Bachelor’s degree or higher in Business Administration or related discipline, plus two years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education are required for higher level positions.

Required skills/experience areas include:

  • Past success managing multiple projects and tasks with strict deadlines

  • Ability to work with a variety of faculty members and Sponsors simultaneously

  • Success in reviewing and understanding formal Request For Quotations (RFQs, RFPs, RFIs, etc.) and Sponsor requirements

  • Ability to create, update, and monitor budgets in various financial systems

Preferred skills/experience areas include:

  • Penn State financial policies, procedures, and systems (SIMBA, SAP (Concur), and SIMS

  • Microsoft Office (Word, Excel, and Outlook)

  • Past success in providing ideas in written form for clear comprehension to an audience

  • Ability to express yourself and ideas successfully to others in order to provide understanding

  • Active government security clearance

Depending on your preference, the working location can be fully-remote, hybrid on-site/work from home, OR fully on-site, located in State College, PA.
