Position Focus:

Reporting to the Assistant Director of Proposal Management, Office of Sponsored Projects, the OSP Proposal Manager position has primary responsibility for review, approval and processing of all grant proposals to federal and non-federal sponsors. The successful candidate for this position will provide assistance to investigators and departmental staff with funding opportunity announcements, sponsor guidelines and federal and university policy as it relates to grant proposal submissions. The role has delegated signature authority for official documents related to grants and contracts. This role will also support the proper stewardship of proposals which may result in funding; obtain necessary clearances before submitting proposals and follow up with University Business Offices, Sponsors and other compliance units under the Office of Research Administration as appropriate to resolve questions and problems related to compliance with federal and university policy in grant proposals. The role will also support the continuous and ongoing improvement initiatives associated with the Proposal Development (PD) module of Integrated Research Enterprise Solution (IRES). This position is offering on-site, hybrid or largely remote work schedules.

Essential Duties

1. Advises faculty and administrators seeking external funding for research and other sponsored projects on submission policies, award requirements, and regulations. Participates in the development and implementation of training and communication of sponsored projects activities. 2. Reviews and approves sponsored projects documents for accuracy, appropriateness and compliance. Consults with appropriate staff on any exceptions to University policy. 3. Signs routine sponsored projects documents as an authority of the institution for submission to the sponsor. 4. Researches and stays current on sponsored projects regulations, external and internal policies and procedures governing the administration of grants and contracts, and serves as a resource to faculty and staff. 5. Utilizes appropriate University and sponsor electronic systems to effectively manage and submit and/or report sponsored program activity. Prepares, negotiates, and submits sponsored projects documents to sponsors. 6. Serves as a primary liaison for investigators and university administrators to sponsoring agencies. 7. Provides information and/or recommendations which influence decisions regarding application, correspondence and/or financial matters related to sponsored program activities for certain agencies. 8. May perform other duties as assigned.

Required Education and Experience

Bachelor’s degree and four years of related work experience or an equivalent combination of education and experience.

Required Skill/Ability 1:

Excellent communication skills, both verbal and written, with the ability to deal with all levels of personnel within the University with professionalism and courtesy.

Required Skill/Ability 2:

Outstanding organizational skills, exceptional attention to detail, well-developed analytical and problem-solving skills, demonstrated superior customer service orientation and outstanding time management skills.

Required Skill/Ability 3:

Working knowledge of federal, state and sponsor regulations and guidelines pertaining to the contract and grant administration and extensive knowledge of grant and/or contract methods and procedures.

Required Skill/Ability 4:

Ability to work well under pressure without sacrificing accuracy or customer service, handle a complex portfolio of work in an intensive multi-tasking environment, and to work effectively as part of a team.

Required Skill/Ability 5:

Strong knowledge of accounting principles and ability to apply these principles to sponsored projects.

Preferred Education, Experience and Skills:

Thorough working knowledge of PC-based tools including Microsoft Office Suite, database administration and other related software. Familiarity with electronic proposal systems. Knowledge of grant and contract process from proposal development through award closeout.
