JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Institute of State and Regional Affairs at Penn State Harrisburg (ISRA) is seeking an early to mid-career individual to join its team of researchers as a Proposal and Award Generalist. ISRA, comprised of the Pennsylvania State Data Center and the Center for Survey Research, unites Penn State faculty and professional staff to carry out research and data services in the areas of public policy, community planning, information management, and evaluation. The Institute conducts approximately $3 million in annual sponsored research from the state, federal, philanthropic, and private funders. This position will serve as a liaison between ISRA researchers and various university offices and external partners.

The position is based at Penn State Harrisburg. ISRA is supportive of Penn State’s Flexible Work Arrangements: https://hr.psu.edu/current-employee/flexible-work-arrangements .

This is a limited-term staff appointment funded for one year from the start date with an excellent possibility of refunding.

This is an exciting opportunity to collaborate with researchers at ISRA to support their research proposals, grants, and projects. We are looking for a team player who is committed to supporting ISRA’s mission and growing research portfolio.

Job Description:

  • Collaborate with a team of ISRA researchers, faculty, and students,

  • Review sponsor and university guidelines and draft proposal checklists,

  • Support researchers as they develop scopes of work, budgets, and other proposal materials,

  • Draft proposal documents, forms, budgets, and proposal materials,

  • Track proposal deadlines, requirements, materials, reporting requirements, etc. for awarded projects,

  • Monitor pre- and post-award projects and their budgets in Penn State systems,

  • Serve as a liaison to Penn State Harrisburg’s Office of Research and Outreach, and

  • Perform other project and ISRA support duties as assigned.

Typical Experience:

  • Attention to detail, efficient time management, priority setting, and organizational skills,

  • Ability to work on multiple proposals and awards both independently and in a team environment

  • Excellent written and verbal communication,

  • Strong interpersonal skills in a dynamic work environment,  

  • A commitment to quality and customer service,

  • Problem-solving skills, and

  • Experience with Microsoft Office (Word, Excel, and Outlook).

  • Knowledge of Penn State financial policies, procedures, and systems (SIMBA, SAP (Concur), and SIMS is a plus but not required.

Position Level and Requirements:

  • This position will be filled as a Level 1 or 2.

  • The typical requirements for a Level 1 include a high school diploma or higher, 3+ years of related experience, or an equivalent combination of education and experience .

  • Typical requirements for a Level 2 include an associate’s degree or higher, 2+ years of related experience, or an equivalent combination of education and experience .
