The position of Project Officer (Health) is assigned to the Human and Social Development Sector Office (SG-HSD) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.

SG-HSD leads policy dialogue, initiatives, and solutions in the human and social development sectors (education, health, social protection, and in broader social development initiatives). SG-HSD is responsible for: (i) conceptualizing, processing, and administering lending, grant, and technical assistance (TA) operations; (ii) developing and delivering knowledge services and products to DMCs; and (iii) leading technical work on sector diagnostics and road maps, and contributing to business development efforts.

You will be based at our Indonesia Resident Mission in Jakarta.

You will report to the designated International Staff in SG-HSD and will have a matrix reporting to the Country Director or designated International Staff in IRM.

Your Role

As a Project Officer (Health), you will contribute to the design and implementation of health sector operations and knowledge work. You will proactively support processing and administration of health loans, grants, and technical assistance (TA), development of knowledge products, and coordination and collaboration with key stakeholders encompassing both public and private sector operations.

  • Contribute to health policy dialogue with the government under the guidance of the Director, HSD and International Staff (health specialists).
  • Support project processing including review of project or program design, preparation of health sector assessments, liaison with government officials, collection of health data and information, and contributions to technical due diligence.
  • Support administration of assigned loans, grants and TA together with other RM and HQ staff, government agencies, development partners, private sector partners, and other stakeholders to facilitate the successful administration and monitoring of ADB-financed loan and TA projects.
  • Monitor the progress of assigned projects and undertake review missions including field visits. Prepare or contribute to project performance reports (including compliance with loan covenants), aide memoires and back-to-office reports.
  • Monitor and coordinate with the executing agencies (EAs) the timely submission of regular progress reports, audited project financial statements (APFS), and withdrawal applications.
  • Prepare and monitor contract awards & disbursements, identifying factors responsible for shortfalls and expediting achievement of targets, where possible.
  • Identify issues and take actions to address them through interactions with executing and implementing agencies, contractors, consultants, and project beneficiaries; prepare measures to address the issues and implement the measures.
  • Administer assigned TA by undertaking consultant recruitment and monitoring implementation progress, providing guidance to TA consultants, providing written comments on TA consultant reports, liaising with the EAs and participating in tripartite discussions with the government.
  • Prepare internal project administration documents including memos for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks.
  • Provide advice to government ministries, EAs and sector stakeholders on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. to ensure effective implementation.
  • Support the preparation of project completion reports and TA completion reports.
  • Support or participate in project review missions and country portfolio review missions as a mission member as required. Participate in portfolio review meetings and prepare background and issue papers for these.
  • Provide support to country programming by participating in discussions with line ministries and EAs on proposed assistance in the health sector and follow up on outstanding issues.
  • Support the preparation of knowledge products, partnership agreements, knowledge sharing, and organization of knowledge events.
  • Support with initial drafting or revisions of management briefs and other documentation and reports needed by internal management, partners and counterparts, for the assigned tasks/projects that the health team is working on.
  • Support resource mobilization through the compilation of materials, drafting proposals, and reporting back to partners and funders.
  • Guide administrative staff.
  • Perform other duties that may be assigned in the workplan.

Qualifications

You will need:

  • Bachelor’s degree in public health, medicine, social policy, public administration, international development, or related disciplines, preferably with advanced training.
  • At least 8 years of hands-on experience in health sector portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to lending and TA projects. Strong analytical, interpersonal, and cross-cultural skills.
  • Sound understanding of ADB or other multilateral development bank procedures and practices related to TA and loan and grant project processing and administration, including safeguards compliance.
  • Excellent oral and written communication skills in English and Bahasa Indonesia.
  • Proficiency with computer-based applications.
