Job Summary

The Regulatory and Quality Reporting Project Manager provides leadership on the full workstream on various projects, including developing and executing project plans, leading meetings, and enforcement of project deadlines and schedules. A team-based approach to developing and coordinating project timelines establishes milestones and prepares presentations and special statistical or informational reports for use by internal and external stakeholders. The incumbent will also manage and perform system analysis on Epic Application in an effort to implement specialized, complex regulatory, and quality interoperable solutions across program requirements.

Responsibilities include: Providing leadership, designing, developing, testing, implementing, and evaluating Epic applications and related third-party information systems for the organization; Participating in planning, developing, training, implementing, and evaluating information systems to support organizational and strategic priorities; Developing, evaluating, and determining ongoing support for all components of assigned projects. The incumbent will manage multiple projects simultaneously of various sizes in a cross-matrixed environment. The project manager will be available to answer any support/project questions, assist in troubleshooting, give guidance on projects and general next steps, as well as provide detailed status to project stakeholders.

This role works closely with operational and clinical stakeholders, application managers, analysts, and others to lead and coordinate all project activities, data, and communication that arise during the project life cycle. The incumbent will be knowledgeable about the procedures, workflows, and business operations within UCSF Health and Affiliate practices. The project manager has knowledge of Epic Applications and how they relate to supporting regulatory and quality programs. The position works closely with operational teams and serves as a bridge between leadership, end-users, affiliate physician networks, vendors, and IT support teams. The position will support UCSF Health’s priorities, goals, and strategic plan.

This role involves complex regulatory and quality programs, such as MIPS, and demands strong project management skills and superior customer service interactions with a wide range of constituents. The project manager will partner with UCSF Health leadership, faculty, physician affiliate groups, and staff to develop and implement regulatory and quality-based workflows within the Epic application, analytic reports, and dashboards and assist with system solutions. The candidate needs to be a collaborative partner to build and maintain strong relationships with key stakeholders, including community physicians. They will serve as the liaison to external healthcare partners as well as key UCSF physician leaders and clinic directors.

Department Description

The Office of Population Health (OPH) leads UCSF’s development of innovative care models and other key strategies to improve the value of care we provide at the population level and facilitate implementation across the health system. We additionally take responsibility for fulfilling our UCSF Health accountable care contracts as well as other clinical partnerships.

The Office of Population Health includes the following teams:
1) Several Clinical Program Teams (Complex Care Management, Care Transitions, Care at Home, Behavioral Health/Collaborative Care Patient COVID-19 Hotline/Triage),
2) Population Health Informatics and Analytics,
3) Population Health Quality and Performance Improvement (which includes the Population Health Regulatory and Quality Reporting Team), and
4) Ambulatory Risk Capture/Medicare Advantage Operations.

Required Qualifications

  • Bachelor’s degree in a related area and/or equivalent experience/training
  • Experience with quality improvement principles, practices, and tools in system design
  • Experience working in an academic institution or large integrated health system
  • High level of proficiency in Microsoft Excel with the ability to run analytical reports and summarize information
  • Knowledge of physician practices, health care issues, trends, managed-care relationships, and healthcare systems
  • Experience implementing aspects of national quality measure initiatives and protocols (through provider groups, payers, state/federal institutions), such as HEDIS, Medicare Stars, PQRS, Meaningful Use, State Medicaid programs, MACRA
  • Advanced organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule
  • Advanced critical thinking and problem-solving skills to manage highly-complex information, assess problems, and develop effective solutions
  • Advanced interpersonal skills for collaborating effectively with a broad range of clinical and professional staff
  • Advanced written and verbal communication skills with the ability to convey complex information in a clear, concise manner and produce high-quality documents, reports, and presentations
  • Advanced ability to influence and persuade staff, management, and clinicians at all levels and across departments
  • Ability to exercise professional judgment in handling sensitive and confidential issues
  • Excellent analytical, program and project management, and independent problem-solving skills
  • Demonstrated ability to integrate critical information across disciplines. Understands how projects relate to other business strategies and initiatives

Preferred Qualifications

  • Advanced knowledge of healthcare regulations
  • Experience with designing and monitoring technology-enabled organizational change
  • PMP Certification
  • EPIC Certification in one or more Clinical or Revenue Cycle application(s)
