JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for a Project Management and Controls (PM&C) Department Head to join our Systems and Emerging Capabilities Division at the Applied Research Laboratory (ARL) at Penn State University.  ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).   The mission of the PM&C Department is in the development and application of project management practices and processes and systems engineering practices and processes for life cycle and configuration management to our programs and projects. 

You will:

  • Create and manage the workforce of Project Managers and Engineering and Information Technology Specialists
  • Manage staff assignments and tasking in accordance to program needs
  • Hire employees and manage performance
  • Manage professional development, salary, and employee relations issues
  • Purchase supplies, hardware, and equipment as needed
  • Develop and execute a Department strategic plan harnessing and enabling ARL’s resources
  • Work with principal investigators and program managers to define the support needed for individual programs
  • Collaborate with project leadership and systems engineering teams
  • Lead execution of project controls strategy (e.g., project management, configuration management strategies) for large complex projects within the division
  • Lead the production and management of project schedules and work breakdown plans
  • Facilitate the development of project budgets, ROMS, and proposal estimates in conjunction with the PM(s)/PI(s) and project’s financial manager
  • Manage project scope and budget while recommending resolutions to technical and resourcing issues

Additional responsibilities for higher-level position includes:

  • Strategize office processes and procedures with office management
  • Coordinate with ARL’s Research and Enterprise organization offices to leverage and develop processes and procedures

Typical requirements include a Bachelor’s Degree in an Engineering or Science discipline; 8+ years related experience.  

Required skills/experience areas include:

  • Broad knowledge in Project Management
  • Leadership in personnel and financial management
  • Microsoft Windows, Project, Word, Excel and, PowerPoint
  • Experience in financial systems
  • Past success collaborating in a multi-disciplinary team environment and at all levels of an organization
  • Proven ability to provide quality results with minimal supervision
  • Proven ability writing reports to convey status and metrics to program sponsors
  • Effective at presenting to a senior level audience

Preferred skills/experience areas include:

  • Experience in NAVSEA Project and/or Program Management
  • Experience in Microsoft Project, PSU Simba
  • Experience working with Atlassian products (JIRA, Bitbucket, Confluence)
  • Industry and/or government certification (e.g., PMI) preferred

Your work location can be hybrid on-site/work from home located in State College, PA.  This position may require periodic travel to remote locations in support of testing as part of a small team of researchers, engineers, and technologists.
